Without resolving the property issue, we will be a primitive economy

Lulzim Basha, accompanied by MP candidate Rajmond Dervishi, were in a meeting with engineers and residents of Vora discussing the property problem. Basha said that Albania is the only country that, after the communist regime fell, has not yet resolved this problem. « When you have no property letters, you can’t go to the bank and say this is my property, give me a loan. And we have the most responsible for this. Because the properties were really seized by the communist regime, but wherever the right came to power, or an anti-communist force, the first thing he did, »Basha said.

Part of the statement

If the main problem of this country and which completely differentiates with Kosovo and Albanians everywhere else living, in Northern Macedonia and elsewhere, unfortunately is the problem of ownership. They have no ownership certificates of their apartments nor on their homes, nor on land, nor above the ground. The first work that means navigate daily and daily uncertainty for 35 years that tomorrow’s tomorrow happens, say it is not your property and you have no chance of prove that it is your property. The second is about economic development.

When you don’t have the property letters, you can’t go to the bank and say that is my property, give me a loan. And we have the most responsible for this. Because the properties were really seized by the communist regime, but wherever the right-wing came to power, or an anti-communist force, the first thing it did returned to the owners. In the Czech Republic this one year, in 92, were all done.

The last one to do it was Croatia and has resolved it within 2008 with a formula that is also suitable for Albania.

Immediate solutions, without bureaucracy;

Immediate return of property where it is free;

Market value compensation where it is occupied;

Bond/Bonds from the State, which are paid annually with 1/20 of value;

Registration of properties with the UTI Posidetis principle, everyone holds what it has.

How is it done? So I referred to the Croatian model. You say, this land is yours, they have occupied it, but the value of this land is 1 million euros. Here’s the title, 1 million euros to be known now, while for 20 years you will receive 50,000 euros a year. You get the title and say, agree, each year it will receive 50,000 euros, that so much is the value of the land, or as I have the title, I go to the bank and I say: Here I have a state budget recognized by the state budget the obligation to pay me 1 million euros, which is my property that has occupied me over the years.

It takes it, sells it at a market value, or gets year for year 1/20, so solves the problem. At the moment that you have solved the problem, because you have received the compensation of what is occupied by market value and those who have caught are no longer in uncertainty, because they are certified. And like you, like these you are in the financial market, so it is so. But if this reform is done, we will continue to be a primitive economy, whatever happens.
