Without compliance with the conditions, the winner of the Riga Pupils Catering Procurement may lose the contract faster / day
As reported, the Riga Municipality’s procurement was the right to enter into a five -year contract for children’s catering in 25 educational institutions, Aleks and V, CNC. The contract is approximately EUR 53 million.
The press conference explained that the municipality had the right to evaluate how the company provides the services provided for in the contract and may not continue the contract for five years if necessary.
Janis Lange, Executive Director of Riga City, informed that eight bidders submitted tenders. One of them did not meet the requirements, so the fight for the right to enter into the contract was not continued.
The other seven offers were equivalent. They met quality requirements – organic food, compliance with national food quality scheme, food is grown no more than 300 kilometers from the delivery point, and seasonal products are provided. On the other hand, the minimum and maximum price corridor was set for the price, and all bidders offered the minimum possible price.
As a result, the winner was determined in a raffle involving all the bidders who signed that they have no objection to the drawing process.
As Balamovsky explained, there are similar purchases every year, as individual schools have contracts with caterers on three, others for five years. As a result, new purchases are being organized and the service provider is established.
In total, catering purchases in Riga are made in 90 schools and 148 kindergartens, LETA learned about the Riga City Council.
Currently, nine merchants provide catering services at Riga Municipal Educational Institutions.
Information « Firmas.lv » shows that SIA « Aleks and V » belongs to Anatoly Polovnuk and Igor Bulatov in equal parts. The company « CNC » Ltd. owns « Aleks and V » and SIA « Concord Service Group », which is owned by Lithuanian citizen Irmant Norkus.
TV3’s « Nothing Personal » reported on Sunday that his company broke the contract with the Adazi County Council last April for catering at Carnikava Elementary School. The municipality wrote to the broadcast that the company had not fulfilled a number of requirements – it had not installed the equipment in a timely manner, secured the appropriate menu, the origin of the food supplied food had not corresponds to the specified offer, and the municipality had lost the belief that the firm would be able to fulfill the obligations taken on the contract in good faith.
The results of the procurement were questioned by several firms that participated in the raffle – SIA « Fristar », SIA « Baltic Restaurants Latvia », SIA « Jaks 2 ». The procurement was challenged at the Procurement Monitoring Bureau (PMB).
