In Khakassia, a precedent situation for the Russian regions happened: Governor Valentin Konovalov (Communist Party) appealed to the Supreme Court of the Republic with a demand to recognize the law on inter -budget relations, which was adopted by the parliament against his will. Earlier, the Communist refused to sign the document, but the Governor’s veto, which was controlled by United Russia, controlled by United Russia. If the court sides the executive branch, then Mr. Konovalov will have the basis for the dissolution of the parliament. However, he is unlikely to take such a step, the expert is sure.

The fact that the Government of Khakassia challenged the provisions of the law on inter-budget relations in court, on June 10, the press service reported. They recalled that the document limits the powers of the executive branch for the management of the republican budget, contradicts the Budget Code of the Russian Federation, and also creates legal uncertainty: in the opinion of the government, now the heads of municipalities will be able to violate the agreement with the region without consequences.

We are talking about the resonant law, which prohibits the government of the republic to reduce subsidies to municipalities for violation of financial discipline without prior consistency with the Supreme Council (parliament).

The document was adopted at the end of 2024, but in January 2025 the head of Khakassia Valentin Konovalov refused to sign it, calling the initiative of the « anti-people ». In response, the deputies again raised the question of voting and overcame the governor’s veto (for this it is necessary to gain two -thirds of the votes, that is, 34 out of 50). The deputies of United Russia voted for this decision, which control the majority of places in the Supreme Council, as well as the LDPR.

According to Article 82 of the Constitution of Khakassia, if the court establishes that the Supreme Council adopted a document contrary to federal law, then the governor will have a basis for early termination of the powers of the parliament. However, the press service of the Kommersant government said that Valentin Konovalov “did not speak” with such a proposal: “Many deputies were elected by the inhabitants of Khakassia, and he respects their choice.”

Another stumbling block between the executive and legislative branches of the republic’s authority can soon be a reform of local self -government.

Valentin Konovalov insists on preserving the two -level system, while the deputies from United Russia have already introduced a bill on the transition to a single -level one. In response, they threatened the Communist Party that the head of the region could again take advantage of the right veto.

Local political scientist Mikhail Verkhoturov doubts that in the event of a victory in court, the Communist Party Governor decides to dissolve the Supreme Council: ““ Chosen by the people ”is one of the main theses of Konovalov, to which he appeals when he is periodically asked to give a comment on the probability of his own resignation. So it is: not Konovalov elected deputies, not to him to dissolve them. ” Otherwise, a political crisis may arise, which will be responsible for Valentin Konovalov, adds Mr. Verkhoturov. “It is important for him, as they say, to say the last word, but everything will be limited to court decision and subsequent information skies,” the expert believes.
