Who will manage Montenegrin airports for the next 30 years? – Region
Two offers arrived at the tender for the Concession of the Airport in Podgorica and Tivat. The process of leasing the airport in Montenegro is accompanied by numerous doubts and the opposition requires that the procedure is stopped. What will happen if the tender fails?
South Korean Company Incheon International Airport (IIAC), which manages the main airport in South Korea, and the US Corporation America Airports (CAAP), the world’s largest private operator, reported to the Concession of Montenegro Airport Concession, which has been announced in 2019.
The French-Turkish Consortium of Aeroports de Paris (TAV) has given up that the Government of Montenegro, 30 days before the submission of the bid, inserted the obligation to offer an immediate payment of 100m euros. In addition, conditions are a compensation of at least ten percent of annual revenues, investments of at least 80 million euros during the first three years, and at least 200 million during the total thirty years of concession.
What is offered?
According to information from the Tender Commission, and after the opening of financial bids, South Korean IIAC offers a hundred and 35 percent of annual income as a variable concession fee, and the Luxembourg-American CSSO 101 million fixed fees and some over 17 percent of annual income as a variable fee. These others would also invest 319 million euros in the reconstruction of the airport in Podgorica and Tivat, which is 63 million more than the South Korean company, and the works would begin nine months earlier, in March 2026.
Luxembourg The company plans to establish a base for low-budget airlines at both airports – three in Podgorica and two in Tivat. On the other hand, the Korean bidder wants to reduce their presence and redirect them at the airport in Dubrovnik and Tirana. South Korean company is state-owned. American-Luxembourga has 53 airports in Latin America and Europe, which are crucial in Argentina, Brazil, Italy and Armenia.
Is the concessionaire in general?
While Employees in Montenegro are waiting for the Government of the Concession, Executive Director of the company, Roko Tolić, says that they will never be, and that these years are expected by record three million passengers this year. At the same time, the airports are, he says, ready to accept serious argumentation that would offer rapid infrastructure development.

The airports of Montenegro last year served around two million and 800,000 passengers. During the season in Podgorica, 45 will be active, and in Tivat about 50 lines. At the same time, the urgent investments in infrastructure and equipment are necessary on both airports.
The government has repeatedly said that, if the tender for the concession of Montenegro’s airport decay, the state itself addressed their development, because it is one of the most important resources of the country.
