The observation procedure at Tulpar Air was introduced against the backdrop of a dispute with the founder. In December 2024, the Tatarstan Arbitration Court partially satisfied the claim of Azat Hakim and decided to recover 451.45 million rubles from the airline – an unpaid part of the actual value of a share in the amount of 49%sold in 2023. Given the interest for the use of other people’s money, the airline should pay 587 million rubles. Tulpar Air appealed the decision in appeal. Earlier for his share, Azat Hakim received 419.57 million rubles.

According to Kommersant, representatives of Mr. Khakim had previously asked the court to terminate the proceedings in March, but received a refusal. “Now we have lost the possibility of resolving peacefully on an individual basis and continue to defend the right to pays together with other creditors,” commented Vsevolod Nesterov.

The carrier aircraft park includes four Bombardier aircraft and two helicopters. According to the results of 2024, Tulpar Air received 112 million rubles. Pure profit, which is 1.9 times less than a year earlier, and 5.3 times less than in 2022.

The general director of Tulpar Air Anton Sidorkin, according to Kommersant, explained that there was no possibility of paying off the debt to Azat Khakim without removing assets and the payment would lead him to the impossibility of paying with other counterparties. Given the aviation specificity of the business, even short -term delays in payments to suppliers and creditors will lead to the risks of the loss of flight certificates and termination of work, Mr. Sidorkin explained.

Azat Hakim told Kommersant that he considers the bankruptcy of Tulpar Air fictitious and undertaken in order to avoid payments for his share.

According to Vsevolod Nesterov, the company is trying to influence the appeal and achieve the cancellation of the payment decision on the process of bankruptcy. The provisions of the Law “On LLC” prohibit the company in the event of signs of bankruptcy to pay the actual value of the share, explains Mr. Nesterov. At the same time, he adds, loans were issued by the Avers affiliated with TAIF. Azat Hakim notes that Tulpar Air aircraft cost about 4.5 billion rubles. At the same time, the fly from Moscow to Kazan takes only an hour, so most of the foreign routes were made from Moscow. “This is a very convenient geographical location for the VIP carrier that can build its own network of transportation from Moscow and have a maintenance base in just an hour from the capital,” the expert says.
