Who has entered the rank of usefulness of State Duma deputies
Political scientists Pavel Danilin and Alexei Martynov presented on April 15 the next, 24th issue of the Integral Rating of State Duma deputies. The first places in it were taken by the heads of defense committees Andrei Kartapolov (United Russia, EP), state building and legislation Pavel Krasheninnikov (EP), as well as for labor, social policy and cases of veterans, Yaroslav Nilov (LDPR). The authors of the study explain these results « features of the current Duma agenda. »
The study of the usefulness of the State Duma deputies according to the results of the first half of the spring session (from January to April), its authors presented at a press conference in TASS. To begin with, Alexei Martynov explained the methodology.
The rating is compiled on the basis of four indices: folk vote (on the website « Deputy Club »), activity in the Duma, media and work in the region.
The activity index is defined as the ratio of the number of speeches of the deputy at plenary meetings and the bills introduced by him to the sum of all speeches and bills for the reporting period. The media index (mentioning in the federal and regional media) is calculated according to the « media » and « media metrix ». And to evaluate the work of deputies in the field, more than 800 federal and regional experts, political technologists and journalists are involved. At the same time, an “equalizing coefficient” is used so that any of the parameters does not dominate the general assessment. Traditionally, the State Duma and leaders of fractions do not participate in the ranking, which, according to the authors, “have undeniable advantages” in comparison with other deputies.
In the new rating, Andrei Kartapolov retained the first place he won by the results of 2024, after the departure from the Duma of the former leader of the rating of Alexander Hinstein, Pavel Krasheninnikov moved from the sixth position to the second, and Yaroslav Nilov changed places with Irina Yarova (EP). In total, the top ten included eight United Russia and one deputy from the LDPR and “Fair Russia – for Truth” (SRZP; see schedule).
Commenting on these results, Pavel Danilin noted the dominance of the EP, which “indicates its significant influence and activity in the State Duma,” but also identified representatives of the parliamentary opposition, which fall into the top ten “rarely, but accurately”. The expert explained the composition of the first three by the fact that the Duma is now dealing with issues related to his security in all areas and a “socialist”. At the same time, deputies sometimes change places in the ranking depending on the specific agenda, Mr. Danilin recalled, for example, the chairman of the budget committee Andrei Makarov (EP) is now in the fifth position, and in the fall, when the budget is accepted, usually reaches second or third place.
In general, as Alexei Martynov emphasized, in the eighth convocation of the Duma there were significantly fewer “hype” initiatives.
“I assume that this is due to the fact that this convocation is special, it is the convocation of its, fierce external sanctions. In this mode, there is no time to engage in nonsense, ”the political scientist explained. Of the first dozen members, he especially noted the eighth place of Dmitry Gusev (SRZP), which was one of the founders of the rating. But in the top 10, Socialist-Revolutionaries got “not according to the blat,” assured Mr. Martynov. And Mr. Danilin added that “all is known” to the activity of the deputy Gusev in the field of regulation of marketplaces and electric scooters.
