Where is the register for cases of domestic violence
Nearly two years, after parliament has adopted key changes to protect against domestic violence, institutions still cannot identify systemic cases and do not regulate the procedures and mechanisms for assistance and protection of the victims, is understood by the response of the Social Assistance Agency to Dnevnik. There is no register of cases of domestic violence, the envisaged national information system for prevention and protection against domestic violence has not been established and the coordination mechanism for the aid and support of persons injured in domestic violence has not been accepted.
Against this background, data provided to Dnevnik by the Ministry of Interior show that for the first three months of 2025, the 112 calls with a keyword « Domestic Violence » are over 10,000. For comparison, a total of 2024 are over 50,000.

A declared start
The idea of the National Information System for Prevention and Protection from Domestic Violence is to collect and store data on acts of domestic violence, victims, perpetrators and relationships between them, as well as the type of violence (physical, mental, sexual, economic, restriction of rights, etc.). The system must also include information on the submitted applications for issuing an order for protection, an immediate protection order or requests of a prosecutor, the measures imposed under the Protection Act and other normative acts with respect to the problem.
In March 2024, shortly before the collapse of the then management majority, after a meeting in the Council of Ministers, it was announced that the construction of the system began. The time given then was August of the same year, and it was presented as a challenge to the creation of the system.
Deputy Prime Minister Maria Gabriel at the time was also chairman of the National Council for Prevention and Protection against Domestic Violence, told Dnevnik that despite the beginning, the implementation had not begun.

According to Gabriel, the reason is the collapse of the government. « But now it can go at a very fast pace and time should not be wasted, » she said.
When created, the system will provide data on the cases identified by the Social Assistance Directorates (DSP) cases of domestic violence victims, the Social Assistance Agency, which is one of the key institutions on the topic, is evidenced by the Social Assistance Agency.
« For this purpose, an additional domestic violence module will be built to the agency’s current information system. Data from directorates will be referred to the National Information System for Prevention and Protection from Domestic Violence. »
Measures in the future
The other key point on which it is up to operate an effective prevention system is the adoption by the Council of Ministers of the Coordination Mechanism for the Assistance and Support of Persons affected by domestic violence. It should sign the basic procedures of interaction between the bodies of the executive branch, the bodies of local self -government and the local administration and the legal entities who carry out activities for prevention and protection against domestic violence under the law.

Dnevnik sent questions to the Government Information Service on the work on the construction of the national system and the register for cases of domestic violence, but until the editorial completion of the text, the answers were not received.
