What will the domestic violence protection mechanism look like


How to announce and recognize domestic violence, who will be able to report and where, what the next steps will be and how it will proceed in cases of violence against a child. These are part of the measures scheduled in the project for a coordination mechanism for the protection of domestic violence published on the site Strategy.bg for public consultation.

How much is domestic violence, how little is done

The mechanism introduces a structured procedure in three main stages: notification and directing, determination of protection measures and long -term support after termination of violence. It is part of the steps that the authorities had to take after the adoption of amendments to the Domestic Violence Protection Act of 2023.

This is the second time such a project is published for public consultation. The first time was at the end of December 2024, when a 14 -day deadline for discussion was given. The published project reflects the notes from the previous discussion.

Changes to the Domestic Violence Protection Actwho had to turn the worrying trend of increasing cases of domestic violence were voted in 2023 and came into force on the first day of 2024. The project publication is one of the first steps, including samples of risk assessment documents, applications for protection and declarations of financial status.

The project understands that the responsible institutions on the topic of domestic violence are 25 – from the Council of Ministers, through various ministries, regional governors, mayors, ombudsman and others.

The mechanism provides for the victims or third parties – witnesses and relatives to be able to report domestic violence through the national telephone line (116 016), the emergency number (112), or directly to the police, social services, the Child Protection Agency, Medical establishments, schools or municipal authorities. It is also possible to signal through the mobile app « Help Me ».

The project envisages each involved institution to collect detailed information about the case – including the relationship between the victim and the perpetrator, the type of violence, the presence of weapons, the participation of children, previous incidents, etc. A preliminary risk assessment form is used and the institutions are working with a national information tracking information system.

In the presence of direct and immediate danger to life and health, emergency action such as:

  • Connection with emergency medical care and police;
  • accommodation of the victim in a protected dwelling;
  • signaling to the child protection departments within 24 hours in cases with children;
  • Formation of a multidisciplinary team with representatives of the Ministry of Interior, the prosecutor’s office, the social services and the municipality for the preparation of an action plan;
  • providing access to legal assistance and psychological support, often within 24 hours;

In people who are not in direct danger but live in domestic violence conditions, the mechanism provides:

  • Legal consultations and assistance in the preparation of an application for protection;
  • targeting social and psychological services;
  • Continuing management of the case through the regional structures of social services;
  • regular exchange and coordination between the institutions involved

The project also states what is understood in direct and immediate danger to life and health. This is when there is a « physical injury to the victim, including one requiring medical assistance (including mind, giving), serious physical injury requiring emergency medical care and/or in life -threatening physical injury, requiring emergency care, disorders, psychological Economic violence (control, restriction of funds, etc.), as well as in data on direct and immediate danger to the life and health of the victim resulting from the specific characteristics of the perpetrator (mental problems, mental illness, violent behavior). «
