It stipulates that the United States and Ukraine are setting up a common reconstruction, in whose committees representatives of both sides have the same voting rights. The fund’s profits are only invested in Ukraine. The agreement also states that Ukraine does not have to repay debt for the US billions of billions since the Russian invasion in February 2022.

Ukraine will keep the « full control » over its soil, infrastructure and its natural resources, said the Ukrainian Prime Minister Denys Schmyhal. The Ukrainian parliament still has to agree to the agreement. The agreement stipulates that in the first ten years only mineral, oil and gas projects as well as infrastructure and processing in Ukraine are financed.
