AThe Financial Utit on the Ministry of National Defense (MApN) for 2023 has been completed. The Court of Accounts reveals a number of irregularities.

The audit took place between March 4 and November 29, 2024 and reveals a limitation of MAPN capacity to achieve the objectives generated by several factors imputed to the institution

The insufficiency of the management and execution personnel at the level of the subordinated units, the measures to recruit the resources, the maladaptation of the computer system to the complexity of the institution’s activities, the accounting program that allows the automatic generation of the financial statements are only a few of them.

The Court of Accounts also found accounting errors

  • Undervaluation of non -assets with 477,317,916.78 lei, due to not registering 58 invoices for goods and services purchased in external contracts
  • Overvaluation of current assets with 219,865,800 lei, due to the irregularities related to the advances granted to CN Romtehnica SA
  • Undervaluation of capital with 335,373,970.35 lei, due to the errors in the registration of goods in the public and private domain

Failure to notacate the data in the centralized inventory of the state’s public goods, both in terms of composition and their value

The Court of Accounts found a significant difference between the value of public goods related to the financial situation (32,027.513.465 lei) and the value registered in the centralized inventory (28,820,072,294 lei), signaling the need for an urgent update.
