The village of Rudno is located immediately on the annular road of the city. In fact, cE is close to Lviv. It is beautiful and cozy here, the estate prevails. And many forests. Several years ago, 42 hectares of Rudnensky forests were given the status of a reserve. This in particular to save them from possible construction.

We went to the place, looked at some such examples. Actually everything looks sad because it’s nThere are houses, but simply a kind of construction seal: frankly awkward architectural work, the site is actually completely built, and therefore, there is no language about parking or landscaping at all, and around the perimeter – hatches from septic tanks at best.

When they smoked deeper and carefully analyzed what was issued through the electronic system (A single state electronic system in the field of construction) – were shocked. Such cases are not one and not even dozens. There are many times more.

Only one of the architects tamped hundreds of construction passports, which built these « masterpieces ». For comparison. The Department of Architecture of the Lviv City Council issued 49 construction passports in Rudno for 2022-2025. And here one architect is a hundred.

But such an architect worked in Rudny more than one. And this is a village in which the population is only 8,000 people. The scale is not just impressive, they do not fit in the head.

The reason why this was possible and what I am talking about the first year – not just loyal, but frankly favorable to the developers. The endless simplification of the processes of obtaining the necessary documentation for construction, a bunch of loopholes for various schemetoses.

And this is all despite the fact that our city inspection of the DABK has not been able to control the construction processes in attached communities for 5 years in a row. I conclude – it is profitable for someone, someone wins from it. And this is definitely not a community.

About the scheme that was rubbed in ore

The architect opens an « individual » house up to 500 square meters and loads documentation into the electronic system – so it automatically announces the start of construction work.

Who works in the urban sphere knows that lawmakers have taken care of such an option. Lobbyists at the state level have enough developers. So, to the authorized body-in our case to the Lviv City Council-you can not go.

In the process of construction, of course, the homeland grows into 14 living rooms with more than one entrance. And toilet almost every room. And what – they allow.

When housing is built, it is commissioned in Kiev. Of course, no one leaves in the place. The main thing is that the paper is fine. This is for the developer, of course, not a problem.

After that, the notary registers compatible ownership with fractions of 10-12 people. They then turn to BTI or other private individual-he divides the house into 10-12 apartments. There is a technical opportunity (the house was projected from the toilet from the beginning in each room and separate exits – with the calculation of future apartments).

Therefore, the registrar registers ownership – everything, the final. That’s and all the scheme as With the help of a construction passport, they turned an individual house into an apartment building.

Why do these actions contain signs of illegal

Instead of the construction of a home -type apartment building, the apartment building is actually being carried out, without obtaining appropriate permits, without properly approved project documentation, as well as on a land plot, the purpose of which does not correspond to the actual construction.

In other words, the architect knows well from the beginning that he projects an apartment building, not a housewife. The developer is well aware that at the stage of transformation of the individual into a multi -apartment he would have to turn to urban planning for reconstruction, not to go to BTI and the registrar. BTI and the registrar are well aware that the house can be theoretically divided, but not exactly into separate apartments. However, none of the involved in this scheme does not stop.

As no one concerns that all this can be a threat to life and health to the potential residents of these homes, as well as for other residents of Rudny. I’m not talking about living comfort. Because it will not be not there that for those who will settle in this sprout, but also for those who were not fortunate enough to live in the neighborhood.

Broken roads, raged streets, overloaded school and garden, lack of green, polluted air, bad architecture – a small list of sad consequences, which will lie on the shoulders of the community and the city council and unfortunately, no electronic system of registration of construction passports takes into account. But all happy who have overcome corruption in local governments. This is irony.

“You power, do something”

Our architectural department has begun an inventory of all confidential communities to identify such cases. But I can say that ore is not unique, the scheme of construction passports is recorded in other settlements of our OTG. Moreover, neighbors to the Lviv OTG also say that they have such schemes in their OTG. I assume that such « figures » are in every community. And this is the concern of the all -Ukrainian scale.

We will seek to deprive the licenses of all architects involved. The same with the registrars – we are already preparing appropriate appeals to the Ministry of Justice. We require checks from the diamond at those facilities where construction is still ongoing. We have a list of such addresses.

And, of course, all the materials for the National Police Strategic Investigation Department and the Prosecutor’s Office have already been transferred.

In his desire to simplify everything, the state has created a big problem with local self -government. It seems that trying to overcome corruption and move everything into a digital format, in fact created excellent conditions for such construction schemetosis.

Because each system must have a counterbalance – you give everything you can through the electronic system, then ensure proper control. At least recover the checks so that the local DABK can respond promptly to such cases.

Instead, we have a situation where everyone who wants can get documents at the beginning of construction, and the construction control of the construction has not been conducted for 5 consecutive years.

Already prepared an appeal to the profile ministry – we must show the reverse of the medal of the electronic system, which lead such procedures. It is not only necessary to understand the situation, but also to do something: delaying the solution can lead to a catastrophe.

And we ask all the communities that have a similar problem, too, not silent. Because when such schematic construction ends, people with all the negative consequences run to local officials – « do something, you are power. »
