what awaits the price in 2024
Deputy Prime Minister Marat Khusnullin approved the “road map” to improve the pricing system in the field of budget construction for the period until 2030. The authorities intend to increase the accuracy of calculating prices in this area and filling out a special information system on data on the cost of construction resources. To achieve this, it is envisaged to expand the exchange trade in building materials, which in the future should expand the application of the resource method of pricing based on market price monitoring.
Deputy Prime Minister Marat Khusnullin approved the “road map” to improve pricing in the construction industry until 2030. With its help, the reform of this sphere will continue, the essence of which is to change the approach to determining the estimated cost of the construction of budget facilities to approach its market. First, a transition from the basic index method was planned (basic prices for building materials in 2001 are multiplied by indices) to a resource based on market prices monitoring. Since the filling of the pricing information system in construction (FGIS CS) was recognized as insufficient, in 2024 the mixed method was introduced – the estimates are considered, based on the data in the FSIS CS, and in their absence – through indices.
The measures provided for by the government are aimed at the updating of indexes, so at the filling of the FGIS, which should expand the use of the resource method.
In general, the deputy head of the Glavgosexpertiza Sergey Golovin explained to Kommersant, the “road map” is aimed at the transition from the “classic” determination of the costs of implementing the project solution to the management cost of construction, taking into account the life cycle of the facility.
In particular, it is envisaged that in the third quarter of this year there will be updated the price indices used to determine the maximum (that is, the initial) price of the contract (as part of the state order, a contractor is selected, which offers the lowest price, which is recorded in the contract and is “solid”). According to Sergei Golovin, now the indices do not take into account the real structure of the cost of construction, which leads to the breakdown of the deadlines, the emergence of “incomplete” and the bankruptcy of the contractors. According to the head of the Anton Glushkov NOSTRO association, for 2024, the predictable index was 105.3%, the actual price increase was 109.1%. The difference was the loss of companies.
In this regard, Kommersant was told in the press service of Marat Khusnullin, resource-technological models were developed and the methodology for determining inflation by groups of objects (for example, network, road).
The calculation of indices based on them, according to Sergei Golovin, will more accurately reflect the dynamics of the construction price of various objects. Anton Glushkov emphasizes that the task is comprehensive – it should be considered in conjunction with the transition from the firm price of the contract to formal pricing (it is planned for this year).
A separate block of the “Road Map” is the expansion of the list of construction resources allowed for exchange trading. The corresponding draft government decree should be prepared by the end of the year. Now, as Kommersant explained in the Federal Antimonopoly Service (FAS), reinforcement and bitumen are being implemented through exchange trading. This allows minimizing the number of intermediaries and form transparent price indicators. It is planned to integrate the FSIS CS with exchange sites for the exchange of information about prices, and at the beginning of 2026, prepare measures to stimulate contractors and manufacturers to conduct transactions with pricing materials through such sites. The press service of the Deputy Prime Minister notes that this will allow verified information about prices based on the results of actual transactions, including the regions.
According to Anton Glushkov, the expansion of the list of construction resources should be carried out with “taking into account the real needs of the industry, and not formal requirements”, and measures should be stimulating, and not prescribing. Now, they explain to the FAS, there are no obstacles to the exchange trading in an initiative order, for its stimulation, the agency can apply instructions based on the results of the consideration of transactions with economic concentration or establish the minimum volumes of sale through exchange trading. According to Sergei Golovin, the main measure here may be the government to establish the responsibility for customers and contractors of budget construction projects to purchase pricing resources at electronic auction, and such a norm is already being worked out.
