We would abolish all the bases for assigning accessories to artists
Last year, 58 individuals received exceptional pensions for special merits awarded under the old law of 1974, costing nearly EUR 457,700, and over EUR 271,500 (total around EUR 730,000) spent 50 family members according to late meritorious athletes, artists and scientists. This law wants to annul the SDS, so if the Sunday referendum succeeds, there would be no other basis for recognizing supplements to pensions to artists. This would make a « clean cut » before receiving the pension reform. However, they do not interfere with the Law on Sports Achievements, which cost almost € 1.6 million last year.
The Old Law on Outstanding Acknowledgment and assesses the old -age pension to persons who have special merits, as they are officially called the 1974 regulation, is not only flawed and arbitrary and without appropriate criteria, as the Court of Auditors found, but also allows for an exceptional pension, in the form of a family or widow. Thus, last year, according to the Pension and Disability Insurance Institute of Slovenia (ZPIZ), the number of deserving ones who obtained these allowances to their own pensions and the number of those inherited were almost equal. The data published by the online newspaper, for example, shows that two ladies, as a beneficiary of family or widow’s pensions, have been receiving this for more than half a century, since 1975, and one since 1969.
In recent days, voters have received leaflets in the mailboxes, urging them to vote against Sunday, and several public figures appeared who did not consent to use their statements and photographs. Among them is the director of the Institute 8. March Nika Kovac: “My statement, which found itself on the SDS flyer, was torn out of context and published without my permission, with a clear intention of misleading the public. This referendum is not a vote on the position of pensioners, nor the decision on the status of artists. It is a technical question, something that does not really affect people’s daily lives. The SDS, however, abuses this detail to create a discord between people in their fight for power. ”She added that she is the most painful, that she is manipulated primarily by seniors – as if they were to decide whether to live better or worse. “This is simply not true. This referendum is not about it. «
The SDS filed a proposal for annulment of this Act yesterday. It was his existence that was one of the arguments of opponents of the referendum, why the fall of the new law on the supplement to the pension for outstanding achievements in the field of art, prepared by the current Ministry of Culture, will not mean the abolition of allowances, as they could continue to be awarded under the old regulation. “In these three weeks of the referendum campaign, after a long thought and confrontations with the left sphere, we decided to file a repeal law. Why? We believe that one pure cut must be made before adopting pension reforms, « justified the SDS MP Andrej Hoivik He added that it will also be treated to discuss whether the state wants to live and operate according to the system of first and second classes. He believes that they will reach quorum on Sunday and more than 340,000 people will vote against the new allowance law, followed by parliamentary hearing to annul the old law. As a compromise solution for financial recognition of exceptional artistic achievements in the SDS, they suggest that one -off payments be raised at the Prešeren Award. He now belongs to Prešeren’s lifetime achievement award winner € 30,000 and € 10,000 to the recipient of the Prešeren Fund. « This means that we appreciate the culture and their work, » Hoivik commented.
A scale of values
Marko RusjanState Secretary at the Ministry of Culture, described the SDS initiative to repeal the old legal basis for granting pensions for artistic achievements, as deception and attention at the end of the campaign. In fact, it was abolished by a new law that introduced transparent criteria for eligibility for the allowance, but if it falls in a referendum, according to Russian, the old man will continue to apply. In contrast to Hoivik, he is convinced that – under the law on the referendum and the popular initiative – the National Assembly may not consider a law that is substantially equal and contrary to the will of the voters. « The SDS with the initiative to eliminate the 1974 law, which in addition to culture also concerns science, but in no way touch the already applicable law, which enables the granting of an allowance in the field of sports, shows its scale of values how different to treat individuals and areas that are equally relevant to our society and the country, » Rusjan said.

Since 2017, a sporting achievement allowance of at least 70 and up to a hundred percent difference between their pension and the amount of old -age pension, assessed from the largest pension for 40 years of retirement, last year from 2138 to 3055 euros, winners of medals from Olympic or Paralympic games, Olympiad Gluhi Members of the World Championships in the Olympic or Paralympic Industries and winners of the Bloudk Award for Lifetime Achievement or Top International Achievement. Last year, it was received by 68 enjoyers of the old -age pension, for whom, according to ZPIZ, the budget provided just under € 1.06 million and almost half a million euros for 24 disability pensions. Among the beneficiaries are the most climbers who received Bloudk’s awards as members of the Himalayas, followed by the players of Sede and Golbala volleyball, and some of the winners of the awards were less determined by browsing the web at least.
