The SPAK has launched an investigation into a group of people in Kukes, who are accused of active corruption during the Kukes elections. According to the notification, it turns out that a group of people, through active actions, have promised and offered monetary amounts to some persons in the Kukes region, asking them to vote for the Social Democratic Party (PSD) in the May 11th elections.

Also during the operation of the SPAK and the Kukes Police Local Directorate it was possible to arrest the KP citizen this citizen was seized in the capacity of material evidence of monetary amounts; 205,500 new leks and 525 euros, a mobile device and a vehicle. It is also announced that the search was declared a GP citizen, with the head of the village of Lusen, Kukes and is working to apprehend him.

Meanwhile, SPAK is also investigating in Shkodra, Korça and Fier towards the PSD.

SPAK records criminal proceedings for active corruption during the Kukes elections.

The Special Prosecution Office against Corruption and Organized Crime has registered criminal proceedings no. 83/2025 on the criminal offense of « Active Corruption in Election », committed in co -operation, provided by Articles 328 and 25 of the Criminal Code.

Criminal proceedings were recorded on the basis of the reference material of the Kukes Police Directorate.

From the data provided it shows that a group of persons, through active actions, have promised and offered monetary amounts to some citizens in the Kukes region, asking them to vote for a particular political entity, participating in the 11 May 2025 elections.

On 10.05.2025, at 22:00, during an operation of the SPAK and the Kukes Police Local Directorate, it was possible to arrest the KP citizen this citizen was seized in the quality of material evidence; 205,500 new leks and 525 euros, a mobile device (iPhone) and a vehicle (Mercedes Benz). The search was declared a GP citizen, with the head of the village of Lusen, Kukes and is working to apprehend him.

Investigations showed that the GP and KP citizens were involved with active actions, promising and offering monetary amounts to voting citizens in the Ujmisht administrative unit, in the villages of Lusen, Matrangja, Bushtrica Kukes, to vote in favor of the political entity, the Social Democratic Party (PSD), the subject participating in the Assembly. in co -operation, provided by Articles 328 and 25 of the Criminal Code.

The Special Prosecutor’s Office is continuing investigations to identify and put criminal responsibility for persons who received monetary amounts, in exchange for their votes for the political entity. The Special Prosecution thanks the Kukes Local Police Directorate for cooperation in conducting investigations into this criminal proceeding.
