Want to launch an extensive reduction in institutions
It is estimated that savings with mergers of government agencies could amount to ISK 13-19 billion in the coming years. A coordination group should be established on the merger of agencies, which should calculate the efficiency of the merger of government agencies based on previous years' experience.
This is among the findings proposed by a government optimization group and announced earlier, where it is assumed that savings can be around 71 billion over a five -year period, from 2026 to 2030.
It is stated in the proposals that the main focus should be on effective operations and increased power, and therefore the heavy debate on measures must be to be there rather than looking at krónur and aura. Therefore, the group did not publish the estimated savings on each proposal for merger, but assessed the total improvement of all proposals.
Watching action as early as next year
It is considered that all these actions can be taken in the years 2026 and 2027, apart from the merger of district courts, which would not be until 2028 according to the group's proposals.
It is pointed out that today there are 154 government agencies, of which 68 are institutions with fewer than 50 full -time equivalent positions. The group believes that there is a great deal of disadvantage in this and that small agencies lack the power of the power that accompanies larger institutions. It is stated that the merger will usually lead to drawing in the capital area, but by conducting more than one merger, it is possible to distribute the headquarters and establishments around the country.
Among the proposals proposed:
State Service Center: An institution that will be created with the merger of the sheriff's office. It is pointed out that the growing part of the complaints received by the offices today will enter a central information system and are processed without geographical proximity. The National Registry of Iceland could also be combined with this State Service Center and the benefits of the Immigration Office also be included. At the same time, there is reason for other administrative agencies to bring individual services to a new institution
The sheriff's office would be merged into one state service center according to the proposals.

Reduction of police offices: Proposed to reduce police offices and that it is wise to begin to combine police offices in the southwest corner. It includes management in management, procurement and various support services.
District Courts merged into one: Proposed that one district court be established instead of the now eight, but that establishments will continue in all places.
Joint administration for upper secondary school: Secondary schools apply services for a joint administrative institution, but each school has professional independence and name. Was reflected in the reduction of middle managers, simplifying operations and thus their schools primarily their core role. In doing so, they get a stronger backyard regarding operations, information technology and human resources.
University Consolidations: The University of Iceland will become a university group, but within that group there were also the University of Hólar and the Agricultural University of Iceland together with the University of Iceland Experimental Center in Pathology at Keldar and the National Library of Iceland. Under another university group, the University of Akureyri and the University of Bifröst would merge.
Two university groups would be created according to the proposals. On the one hand, one based on the University of Iceland, the other at the University of Akureyri and the University of Bifröst.
Compound
Market surveillance and consumer protection: Combine the Competition Authority, the Telecommunications Agency, the Consumer Agency and the Media Committee into one institution. A new institution would also have a supervisory role with public procurement.
TR and SÍ: The feasibility of the merger of the Social Insurance Agency and the Icelandic Health Insurance will be examined.
Establishment of Civil Rights: Combine Privacy, Equality Office, Children's Ombudsman, National Electoral Commission and the Human Rights Institute into one institution and reduce the superstructure.
Reduce the number of committees: Proposed that the ministry assess what advice and committees can be closed down, but for example, it is mentioned that the Senior Property Assessment Committee could be abolished and its projects to the Tax Committee. It is also proposed that the Cabinet come up with the « houses of the committees » which provide joint housing and oversight committees.
Joint operations in the Cabinet: Proposed to increase the joint venture of ministries. Among other things, human resource management, document, information, information, general operations and supporting roles that each ministry is responsible for today. It is also proposed that the real estate management of the ministries be transferred to FSRE and the operation of vehicles and the carpenters of the driver move to the National Commissioner of Police.
Museum of Museum: Proposed to merge Gljúfrastein, Einar Jónsson Art Museum, the National Gallery of Iceland and the National Museum in one Museum of Museum. This will achieve improved utilization of housing, capital and human resources.
Happy organizations: View the merger of the Directorate of Fisheries, the Marine Research Institute, the Exchange Price Agency and the Fisheries Fund. At the same time, examined whether the Coast Guard will take over fishing control. Some projects of the Transport Agency and the Road Administration could go under a new institution.
Nature Conservation Agency: After the combination of part of the Environment Agency, which turned to nature conservation and Vatnajökull National Parks in the present protection institution last year, we look to merge the new institution with the Ministry of Ministries and the national park at Thingvellir.
The Icelandic Art Center: Instead of six promotional centers list, as well as the proposed children's cultural centers, all of which are independent, it is proposed to merge them into one organization. Most centers are less than 10 full -time equivalent positions today with the associated costs of management and support services. The promotional centers that are operating today are; The Icelandic Film Center, the Center for Icelandic Literature, Visual Arts Center, Music Center, Performing Center of Iceland, Design Center and Art for All.
Integration of funds: View the merger of funds under the auspices of ministries. This should deliver lower administrative costs and better overview and reduce the risk of abuse. It is pointed out that the management costs of funds in 2022 were 840 million and if it is able to reduce it by 20-40%, it will include 170-340 million annually. Examples are examples of funds that could be combined: Loa – innovation grants for the countryside and the regional development fund. Education Research Fund and Research Fund. Food Research Fund and Technology Development Fund. Equality Fund, the Equality Fund of Equality and the Construction Fund of Queer issues.
