« Science is an investment – and we have to offer the right incentives. That is why I can announce that we will offer a new package of 500 million euros for the period 2025 – 2027 to make Europe a magnet for researchers, » she said in a speech in Paris with French President Emmanuel Macron.

« We choose to put research and innovation, science and technology at the heart of our economy. We choose to be the continent where universities are the pillars of our societies and our way of life, » she added.

She also said she wanted EU Member States to invest 3% of their gross domestic product in research and development by 2030.

European cities become refuge for American scientists and talents

Last month, Macron and von der Layen said they would strive to invite scientists and researchers from around the world in Europe at a time when the Trump administration threatened to reduce federal funding for Harvard and other US universities.

In April, France also launched the platform « Choose France for Science », managed by the French National Research Agency (ANR), which enables universities, schools and research organizations to apply for co -financing from the government to accept researchers.
