Volodin criticized the Cabinet for changing projects before the second reading
The State Duma leadership on Thursday, March 6, talked with the state secretaries of federal ministries and departments, discussing the synchronization of the legislative process. The government praised for constructive interaction, but criticized for delay in the implementation of the Presidential Epistle Plan. For his part, the Deputy Prime Minister-the head of the government apparatus Dmitry Grigorenko assured that for the Cabinet of Ministers the implementation of the message is the number one priority.
The annual meeting was held on the eve of the government report on the work for the last year, planned at the end of March. On the part of the Duma, in addition to the speaker, his deputies and chairmen of the Duma committees took part in the meeting. Senators also came to the meeting, although at the end of last year they had their own annual meeting with state secretaries in the Federation Council.
Mr. Volodin called the government the “key partner” of the Duma in matters of lawmaking, especially since it is the initiator of about 50% of the adopted laws. “Our relationship develops and becomes different in content. This is very important as a whole for the country, because the quality of power, its effectiveness increases. And in the State Duma, we go to the preparation of better bills. This is the result of joint work, ”says Vyacheslav Volodin.
At the same time, Mr. Volodin reproached the “number of ministries” in delays in the preparation of bills in pursuance of the President’s Epistle. As Kommersant wrote earlier, before the implementation of the implementation plan of the Presidential, 2024 the Duma, ten laws remained. “We consider the attitude to be simply impossible when they delay the introduction of legislative initiatives regarding the execution of the President’s message. We still have not received several legislative initiatives from the government. This is wrong, ”said the speaker. He emphasized that the deputies will « insist on their point of view and demand the fulfillment of the President’s messages. »
The dissatisfaction of the speaker was also caused by the practice of changing the concept of the bill between the first and second readings. “We need to leave this,” Vyacheslav Volodin called. The issue of making significant amendments to the second reading has been discussed for several years, the head of the Federation Council Valentina Matvienko also paid attention to the inadmissibility of such situations. The discussion itself originates since the 2010s, when the Institute for Public Discussion of Regulatory Acts was introduced in the Russian Federation at the stage of their preparation. It should be noted that the deputies themselves “sin” with such practice.
Vyacheslav Volodin also urged representatives of the government to strive to increase the number of direct -action laws. “About 64% is the average indicator of the number of direct laws adopted. Everything else is reference norms. These are not laws in the classical sense, ”the chairman of the Duma explained.
The first vice speaker Alexander Zhukov (United Russia) drew the attention of officials to the importance of the timely direction to the Duma of reviews for legislative initiatives. “There are such cases when we are considering bills without a review, but this is an exceptional case, especially when it comes to the adoption of the law in pursuance of the Epistle of the President,” added Mr. Zhukov.
Deputy Prime Minister Dmitry Grigorenko thanked the deputy corps for constructive interaction, noting that criticism in the government is perceived as « internal setting of tasks. » “If several years ago, the task of performing discipline was primarily the task of the billing activities, today we have the quality of the bills,” Mr. Grigorenko emphasized. He also said that the government has reached record indicators of performing discipline in interaction with deputies. For example, 99% of the bills were submitted to the State Duma on time last year. In 2023, this figure was 95%, and in 2022 – 84%. At the same time, the number of initiatives by which the deadline was transferred to the State Duma was reduced by almost five times, from 50% in 2021 to 11% in 2024. The number of deputy bills supported by the government has also increased – 2 times over the past 3 years.
The Deputy Prime Minister also assured that the implementation of the President’s message is the priority of the government, « this is not even discussed. » Another important task for the Cabinet is an increase in the number of direct -action bills and a reduction in the number of by -laws. This process is already going on: over the past four years, the number of by -laws prepared by the government has declined by one and a half times. In 2024, this indicator amounted to 1.3 thousand acts. At the same time, almost 100% of the by -laws were adopted within 2024. This completely solved the problem of untimely development of such documents that deputies spoke about several years ago. Back in 2023, the level of performing government discipline in this part was 97.5%, and in 2022 – 82%, in 2021 – 53%.
