As it became known to Kommersant, after a lawsuit by the Prosecutor General’s Office of the recovery of 5.7 billion rubles from the famous Sochi businessman Vigen Sargsyan and affiliated persons. In the form of compensation for damage from the construction of housing in Adler, the entrepreneur has new serious problems. The police opened a criminal case against him: Vigen Sargsyan is suspected of fraudulent assignment of a plot of 1.9 hectares in Sochi. The investigation caused by the state estimates at 300 million rubles. Note that earlier the businessman has already seized the shares of the Teplichnaya plant.

The investigative part of the Ministry of Internal Affairs of the city of Sochi is investigating a criminal case against Vigen Sargsyan and five more defendants on suspicion of particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation), the interlocutor in law enforcement told Kommersant. The case file is about a disposal of a plot of 1.9 hectares in the resort village of Kudepst, on which the construction market is currently located.

The investigation believes that the company associated with Vigen Sargsyan in 2018 illegally acquired the right of long -term lease of land in federal property. The damage caused to the state is estimated at 300 million rubles.

As follows from the case file, the site in the second zone of the resort sanitary protection district with a permitted type of use-for the development of the Kudepsta-3 microdistrict-in 2006 was leased by the Kudepsta agricultural finals. The corresponding agreement was concluded between the company and the territorial department of the Federal Property Management Agency. Then the right of rent several times passed from one company to another. In December 2015, by a decision of the Arbitration Court of the Krasnodar Territory, the source agreement was terminated at the lawsuit of the Federal Property Management Agency, the right to lease the last copyright holder, LLC Stroygrupp, was terminated.

Knowing this, the case said, the attackers, including Vigen Sargsyan, made a forgery from November 2014, according to which the rights to the site allegedly transferred to their accomplices Alexei Sergeyev. He turned to the Pervomaisky District Court of Krasnodar, who recognized the contract as valid. In August 2018, the lease right passed to UNISTRAN LLC, the founder of which was a relative of Vigen Sargsyan. Thus, the investigation believes, the attackers by deception acquired the rights to state property.

According to Kommersant, Vigen Sargsyan is currently outside of Russia.

Last year, the Prosecutor General’s Office initiated two major claims, where Vigen Sargsyan appears among the defendants. In particular, the City Court of Hot Key of the Krasnodar Territory considers the requirement for joint collection from Vigen Sargsyan and his business partners 5.7 billion rubles. As compensation for damage from illegal use for residential development of the lands of the Chkalovsky state farm (then – the Kudepst agricultural company), at the moment the process has been suspended for examination. And the Arbitration Court of the Krasnodar Territory in December 2024 granted another lawsuit of the Prosecutor General’s Office – on the seizure of shares of the RF AGROKOMBINATE Teplichnaya JSC (enterprise in a suburb of Krasnodar) belonging to the businessman and his environment. The court concluded that during the privatization of the plant in 1994, serious violations were committed. Subsequently, the actual owners of the asset, including Vigen Sargsyan, acted unscrupulous, pursued the goal of establishing control over the federal enterprise, despite the obvious circumstances of the illegal disposal of state property from the ownership of the Russian Federation, the court decision said. The decision entered into force in March of this year, the defendants appealed him to the cassation.
