Kikshering companies invited the authorities to introduce the mandatory verification of users of rolling electric scooters through the Public Service portal. A similar measure, business representatives are sure, will reduce the number of cases when minor mobility (SI) is rented by minors, which is prohibited by the rules. More than 30% of wounded in accidents with electric scooters, according to the Ministry of Internal Affairs, are adolescents 10-17 years old. The mincifers said that they were ready to conduct a pilot experiment on the proposal of a business, but for “widespread” verification, the legislation needs to be changed.
The press service of the Kommersant’s Ministry of Construction said that a number of kikshering companies (without specifying what specific) applied to the department with a proposal to introduce mandatory verification through the public services portal for users of the rental electric scooters.

At the same time, the user signs the contract with the company, undertaking to comply with the established rules. In the agreement with MTS.ust and Yandex.GO, a ban on access to scooters for minors is recorded, Whoosh allows in a number of cities to rent 16-year-olds. If a violation is detected (for example, during the traffic police raid), the operator’s fine for violation of the rule is 30-100 thousand rubles. To further tighten access to the service of children and adolescents in March 2025, the capital’s authorities ordered the operators to bind the application to the account on Mos.ru (only adults receive a full account on the portal). Now business proposes to introduce verification already at the federal level. Kikshering today is represented in more than 210 cities of the Russian Federation.

According to the Ministry of Internal Affairs, in 2024, more than 4.4 thousand accidents occurred with the participation of personal mobility (SI), in which 54 people were killed, 4.59 thousand 32% of all wounded in accidents with Sim are 10-17 years old. 65% of all accidents with Sim occur with the participation of kikshering devices.
The “widespread implementation” of verification of users of kikshering services is not planned, Kommersant said to the Ministry of Cyphra. “In order to connect authorization through the“ public services ”on any resource, a normative justification is needed,” the department explained. “The issue of inclusion of one of the operators in the authorization experiment through the“ public services ”, conducted by the Ministry of Construction of the Government No. 453, is being worked out.
