When announcing the signing of an agreement in Washington, US Finance Minister Scott Besent said it shows « the commitment of both parties to achieve lasting peace and prosperity in Ukraine.

« This agreement clearly signals to Russia that the Trump administration is a faithful process of peace centered on a free, sovereign and prosperous Ukraine in the long run, » Besent said.

« To be clear, no country or person who funded or supported the Russian war machine will be allowed to benefit from the restoration of Ukraine, » Besent said.

Ukrainian Prime Minister Dennis Schmichal in Kiyiv told state television that the agreement was « good, equal and beneficial ».

Schmichal told Telegram that both countries would set up a renewal investment fund, where each party will have 50% voting rights.

« Ukraine retains complete control over its underground, infrastructure and natural resources, » said Schmihal.

The Prime Minister explained that Ukraine would not be asked to repay the « debt » of billions of dollars in US weapons and other support since Russia’s full invasion.

« The fund’s profit will only be reinvested in Ukraine, » said Schmihal.

Trump had initially requested minerals worth $ 500 billion, which is about four times the US aid to Ukraine since the start of the war.

Trump has spoken out security guarantees for Ukraine and has rejected its efforts to join NATO. However, Trump said Wednesday that the US presence on the ground would be beneficial to Ukraine.

« The presence of Americans, I think, will discourage many bad actors from this country or certainly from the area where we will dig into the excavation, » Trump said at his office meeting.
