The city assembly approved Sofya Khomyakova as director of Rugodiv, head of Narva Linna Arendus. The “Narva newspaper” was reported during the press conference by the mayor of the city of Katri Raik.
Competitions for the post of director of the Rugodiv House of Culture were held by the Narva Mary since 2023, but were unsuccessful. Only 7 applications participated in the current round, three of which were recognized as satisfying all conditions.
The Rugodiv House of Culture is the only such institution in Narva, in which 41 employee works. Rugodiv has 14 circles for children and adults. At the establishment, the city Symphony Orchestra under the leadership of Anatoly Schur works.

The mayor of the city of Katri Raik noted that Rugodiv needs a new vision, some reforms. “The approach in the activities of the institution needs to be updated. The structure should be reviewed, it is necessary to pay more attention to writing projects and cooperation outside the Narva.”
“In terms of creative activity, an excellent assistant for the new director will be the artistic director of Rugodiv, Eduard Tee, who has proven himself perfectly. The main thing, in my opinion, is that in the cultural life of our region there are not sufficiently developed horizontal cooperation. Often we have a lot of similar events -“ Bazaar ”,“ Festival of opinions ” – they would duplicate each other. This sphere would cost more streamlining, And Khomyakova, with her organizational abilities, could take this responsibility, ”Raik summed up.
The candidate, in addition to others, was presented with the requirement to speak the Estonian language at the level of C1. Sofya Khomyakova, who received higher education in the state language, meets the requirement, but, it seems, only formally. “Estonian Khomyakova has to be pulled up,” Raik admitted.
When exactly the new director of Rugodiv will begin to work, it is difficult to say so far. Khomyakova is still the head of the Narva Linna Arendus, for whom he will find a new director. In this post, she was engaged in the development of the Akkekul complex and the beach building.
There will be no time left for policy
On May 17 of this year, Khomyakova came out of the Center Party that had appeared in the opposition. In an interview with the journalist of the Narva newspaper, she noted that she first plans to be realized in a new position. “I have to get acquainted with documents, a team and activity. Without knowing all the details, you can’t make important decisions. I do not build – not to build, so that changes will occur in Rugodiv gradually.”
Sophia Khomyakova plans special attention was paid to the development of theatrical activity in the city. In addition, she sees the potential in the balanced development of events and activity in Estonian and Russian. Khomyakova emphasizes the importance of close interaction between the cultural institutions of the NARVA, while the competitive commission noted the need to actively include in the cultural networks of the district and national level.
“First of all, I have to find a replacement for myself in Narva Linna Arendus, which controls three large objects:“ “Akkeklyula”, a beach building on Lipovka and an office building at 20 Kerese, ”said Khomyakova.
According to her, the leadership of the cultural center is a challenge that had to be accepted, while the team of her previous place of work will cope well without it. “There are no irreplaceable people,” Khomyakova summed up.
Her salary at a new place of work will be 2204 euros per month.
