United Russia expects participants to receive 10% of the mandates in the elections

Participants in a special military operation (SV) can receive every tenth mandate in the September elections to regional and municipal parliaments. In these parliaments, 412 deputies are sitting, thus, participants claim 13% of the mandates. Several interlocutors in the regions where the elections will be held in the fall, confirmed “Kommersant” that the “quota” to pass veterans in parliaments, but called it “flexible”. For example, to the State Council of Komi, where 30 people sit, it is planned to nominate at least two candidates with combat experience (7%), and one of the sources of Kommersant says to the Syktyvkar City Council, which also consists of 30 deputies. According to the other, at least two participants of their own (that is 6% of 36 mandates), and at least five (9% of 56), can get to the “passing” places in the Voronezh City Duma (that is 6% of 56).

The Kommersant’s source in the Presidential Administration (AP) says that the Kremlin did not give attitudes for the veteran representative office as a percentage, since in each region lists of candidates are formed taking into account many factors. For example, somewhere current deputies who expect to re-elect already have the status of their participants. According to Kommersant’s sources in regions, it is not so simple to find suitable candidates from among the fighters: someone interferes with past criminal records, and someone simply does not see themselves in politics. “In the event of an election, the current military man will have to quit, but most of them do not want this,” says one of Kommersant’s interlocutors.

It is worth noting that not only EP will be put forward to the deputies. The first deputy chairman of the Central Committee of the Communist Party of the Communist Party, Yuri Afonin, told Kommersant that the Communist Party is also preparing candidates with combat experience. But unlike the United Russia, the Communists make it “naturally,” Mr. Afonin emphasized: “We have entire primary departments that are at the front.” Recall that last year 320 participants of SV were elected from EP to the deputies, and 11 from the Communist Party of the Communist Party.

The sources of Kommersant in AP and YP note that it is too early to talk about the veteran quota in the next State Duma, since much will depend on what stage the special operation itself will be in 2026. Nevertheless, some of the interlocutors admit that the share may turn out to be similar – every tenth mandate.

Based on this, the total number of Russians who were related to a special operation in three years can exceed 1 million people, political scientist Konstantin Kalachev reasoned. “At the same time, participation in her may be different: the official sent to the front line is also a participant in his. If you interpret expansion, then 10% is not a few and not many, it is a completely balanced figure, ”the expert believes.
