The Ungheni region takes important steps towards modernization and efficiency of public services, thanks to the support provided by the European Union through the program « EU4Moldova: key regions ». Recently, the operator « Apa-Canal Ungheni » was equipped with a state-of-the-art SCADA system, which allows the intelligent management of the water and sewerage network, for the benefit of thousands of Ungheni, Zagarancea and Seni. At the same time, in the municipality of Ungheni, the headquarters of the Association of Inter -Community Development (ADI), consisting of 23 mayors, which will contribute to the implementation of common projects and increase the quality of life in the region, was inaugurated. These initiatives mark an important stage in transforming the Ungheni into a intelligent, sustainable and connected regional center.

The inhabitants of Ungheni municipality and neighboring localities, Zagarancea and Seni, now benefit from better and more efficient quality drinking water and sewerage services. The regional operator « Apa-Canal Ungheni » was equipped with a modern automation system-SCADA (data supervision, control and purchase system), which allows real-time monitoring, data collection and remote control of the water and sewerage network. This investment contributes to the optimization of energy consumption, reducing losses and improving the quality of services provided to the population.
The SCADA system was inaugurated on Friday, April 4, within the program « EU4Moldova: key regions », funded by the European Union and implemented by PNUD and UNICEF.
« The launch of the Socada system in Ungheni is, unquestionably, an important step towards the efficiency and increase of the quality of the services provided by the population-canal company Ungheni, as well as to reach our objective to transform the Ungheni into an intelligent city. Certainly, both the employees of the company and the people will help us with this system, which will be good for this system Life.
Currently, the « Apa-Canal Ungheni » network covers 155.4 km of water pipes and 66.5 km of sewerage pipes. In the past, manual monitoring and telephone control of pressure areas generated inefficiencies, high operational costs and significant energy losses. Thus, the SCADA system allows economy savings of up to 30%, and the intervention expenses are reduced up to 60%.
The new system includes a control and control dispatch, equipped with high -performance server, state -of -the -art IT equipment and software. In 15 locations – water pumping stations, treatment station, overpressure pumping stations and used water pumping stations – sensors and monitoring and control equipment are installed, ensuring efficient network management. The data is transmitted through a secure network, which increases the safety and operational efficiency of the system.

At the same time, with the support of the program « EU4Moldova: key regions », funded by the European Union and implemented by PNUD and UNICEF, a 1000 m³ drinking water storage tank was built at the water treatment station.
The integration of the SCADA system, together with the extension of the aqueduct network in rural areas, contributes to the protection of underground resources and to ensuring constant access to safe drinking water.
The new infrastructure allows the connection of 28 rural communities to the centralized water supply network, reducing water dependence in wells and significantly diminishing the risk of diseases transmitted in these communities.
The total value of investments, which includes the implementation of the SCADA system, the construction of the tank and the installation of 1,000 water meters, is over 500,000 euros.

The program has a total budget of 23 million euros, is funded by the European Union and implemented by the United Nations Development Program (PNUD) and the United Nations Fund (UNICEF).

In the Ungheni region an association of inter -community development that supports the collaboration between localities has been institutionalized
23 mayors in the Ungheni region created an association for inter -community development (ADI). On Friday, April 4, its headquarters was inaugurated inside the City Hall of Ungheni. The purpose of the association is to improve public services, attract investments and implement regional projects. The initiative was supported by the program « EU4Moldova: key regions », funded by the European Union and implemented by PNUD and UNICEF.
« The creation of the Ungheni Inter -Community Development Association represents an important stage in the process of institutionalization and implementation of inter -community cooperation to ensure a harmonious local and regional development. We are confident that the union of the efforts of the level II and I from the Ungheni district will result in the implementation of the necessary and much -awaited public projects. That we are at the beginning of the way, we emphasize the strength of the association’s capabilities « , mentioned the interim director of ADI » Ungheni « , Ina Oleciuc.
One of the main objectives of ADI « Ungheni » is the modernization of the local infrastructure, essential for the economic development and the improvement of the living conditions. By a participatory planning, the local authorities, together with ADI, will analyze the current infrastructure situation and propose solutions for the extension and improvement of public services. Investments that can be made in common for a sustainable development of the region will be established.


In order for Adi to be formed, PNUD and EU have provided institutional support. Thus, an inter -community council was set up, which meet representatives of 23 communities who decided to publicly provide public services. These councils benefited from legal assistance for the institutionalization of inter -community cooperation. The decisions were then approved by the local councils of the member communities. Finally, the service providers were reorganized and the institutional and operational capacities were strengthened. Thus, the common services will benefit over 80 thousand inhabitants.
As an intermediary between authorities and public services operators, ADI « Ungheni » with the support of the program « EU4Moldova: key regions », contributed to the modernization of the operators « Apa-Canal Ungheni » and « Ave Ungheni », facilitating the extension of water services, sewerage and waste management in several localities.
Between 2022-2024, the EU and PNUD Moldova supported the Ungheni and Cahul regions in applying an inter-community cooperation model, meant to improve public services and strengthen the relations between communities. The investment, over one million euros from the EU and 50,000 euros – from France, was intended for the purchase of equipment, infrastructure works, technical assistance and consolidation of the capabilities of the service operators.
In the next period and in the Cahul region, ADI « Cahul » will be institutionalized.
