Underground parking and cafes: the second stage of Stockholm Square is planned to be completed by 2028
On May 13, the public was introduced to the Narva Town Hall to the sketch of the project of the second stage of the construction of Stockholm Square. The modern city park will be divided up to the very street of Vir, it is planned to build a cafe building and underground parking.
The first phase of the project was commissioned in 2023 and cost about 2 million euros. The Stockholm Square made in the modern Nordic style is open to all winds, and in the summer it is hot as a pan. In the project of the second stage, it seems that these nuances will be taken into account.
The author of the project is the Estonian architectural studio Koko Architects; In their portfolio, the design of a flight harbor in Tallinn, the historical museum and many other cultural and commercial objects.
A long process
During the second stage of construction, Stockholm Square will expand to Viru Street. The authors of the project note that it will be more private than part located directly under the walls of the town hall.

It is still impossible to talk about the exact timing of construction: the site is located in the historical part of the city, so it is first that it is necessary to produce archaeological research. This can take a long time, depending on what finds will be made in this case. As a date of completion of construction, the years 2027-2028 are called. But this is not at all for sure.
“Archaeological supervision will be carried out in any case, but the cultural layer here is probably not so rich. Everything has been dug up for a long time in the place of the former hostel and garages. Some finds can be closer to the current Viru Street,” says Madis Tuuder, a historian and senior inspector for the protection of ancient architecture and urban planning of the Narva Goroprava.
The plans for the construction of a cafeteria for 60-70 seats. At the same time, according to the director of the Department of Economics and Development of Narva Anna Veles, the cafe building can also be used for other goals – leisure, educational or other events.
“More than once it has been expressed that another cafe is not needed here – there are too many of them, so to speak, per square kilometer. So in the project we included the possibility of using this room and for other purposes,” Veles said.
The question is really important: the restaurant planned in the basement of the town hall did not open, and the demand for another commercial square on the same Piglet under a big question.
Underground parking is designed for 23 cars and will be the first similar public structure in Narva.
« History is not felt »
As part of the public discussion, the Narvites shared some of their doubts – several times the idea sounded that the overall design of Stockholm Square did not fit with the baroque history of the old city.
Representatives of the architectural bureau note that the design is performed in a modern style, as modern fashion dictates. “Water has become the main theme of the design solution – this is expressed both in color and in forms,” says the architect Ravo Kotov.
