Ukraine – Russia: The Key Key points

Proposals from Ukraine and Russia have been made public regarding the ceasefire in the consultations that took place in Constantinople.

Among the most important demands made by Kiev is the rebuilding of the country by Moscow, war compensation, freedom of joining NATO and the EU and the involvement of foreign countries as the landlords of peace in the country. Ukraine sets the front line as the point of the start of territorial negotiations.

Russia, in turn, calls for the Ukrainians to leave the territories attached to the country. That is, Donetsk (DPR), Lugansk (LPR), Zaporosia and Peninsula. It calls for non -movement of troops and the end of Ukraine equipment from the West. The document defines Ukraine’s neutrality and its refusal to join military alliances.

There is a clause prohibiting the military activities of other countries in Ukrainian territory. Moscow calls for international recognition of attached territories, resignation from war compensation and the legal ban on neo -Nazism. It is still seeking the approval of the peace treaty by the UN Security Council.

The proposal submitted by Ukraine

Ukraine calls for complete and unconditional ceasefire in air, dry and sea as a prerequisite for negotiations for peace. He proposes as a confidence-building measures to return all children from Ukraine who were « deported » to Russia, the exchange of prisoners in principle « all for all » and the liberation of Russia of all Ukrainian citizens.

He then calls for permanent and constant peace and security by ensuring that hostilities are not repeated. The Ukrainian side calls for security guarantees through the involvement of the international community by providing guarantees for the implementation of the agreements. Kiev calls for self -determination to the choice of side, that is, the right to access NATO and the EU.

It does not accept any restriction on the number of soldiers, parties of development or other parameters for Ukraine armed forces or the development of soldiers of friendly countries.

The issue of territories

Ukraine says the international community has not recognized any Ukrainian territory from Russia from 2014 onwards. The lines of the front are the point of negotiations and how soil issues will be discussed only after complete and unconditional ceasefire.

Kiev agrees to remove sanctions against Russia, gradually and with a full reset mechanism if needed (if Russia violates the arrangements that will arise). Russia’s frozen assets will be used to rebuild Ukraine or remain frozen until Russia pays war allowances.

The Ukrainian side calls for a clear, balanced roadmap to implement or enforce the agreements.

Next steps to meet and reach a ceasefire of fire

After the meeting in Constantinople, Ukraine proposes the two parties to focus on complete and unconditional ceasefire, confidence -building measures and the preparation and agreement on the creation of themes and structure of the future negotiations of leaders in key points.

The negotiations will take place with the participation of the US and Europe. Ukraine calls for complete and unconditional ceasefire for at least 30 days with the possibility of expanding each time for another 30 days, as a prerequisite for any peace.

The ceasefire will be monitored and supported by the US and third countries.

Confidence -building measures

After the successful exchange of prisoners, it is proposed to exchange « all prisoners for all ». The return of all children from Ukraine who were deported or displaced to Russian territory and liberation from Russia of all citizens of prisoners is repeated.

It is proposed that Russia and Ukraine leaders agree to 6 themes so that the peace process can start. The first themes are the complete and permanent cessation of hostilities, terms, monitoring and sanctions for violations, security guarantees for failure to repeat hostilities and territorial issues.

Ukraine then calls for agreement on economic, compensation and reconstruction issues, with the addition of penalties in the case of violations. Finally, there will be a conclusion about the peace treaty.

The proposal submitted by Russia

There are two options for a ceasefire. The first choice includes the withdrawal of the Ukrainian Armed Forces from the Russian territories held by Ukraine in the areas of the Donetsk People’s Republic (DPR), the People’s Republic of Lugansk (LPR), Zaporosia and Hersona.

The second (a total beam of measures) includes bans on the rearrangement of troops, the interruption of mobilization and foreign military aid to Kiev, the launch of demobilization and the exclusion of the military presence of third countries.

The document defines Ukraine’s neutrality and its refusal to join military alliances. There is a clause prohibiting the military activities of other countries in Ukrainian territory. Ukraine will adopt a non -nuclear regime and limit the size of its armed forces.

Ukrainians departing from « New Russia »

Russia is calling for the removal of economic sanctions imposed on it and the international legal recognition of the areas of Crimea, Lugansk, Donetsk, Zaporosia and Hersona as part of Russia. Mutual resignation from claims related to war losses.

Ukraine must withdraw all forces from the territories claimed by Russia, including Donbas and what Russia calls « bodily », within 30 days of the ceasefire.
