Ukraine is about to sign a raw material agreement with the USA. A Ukrainian government representative said the Reuters news agency on Wednesday: « I think that the contract may be signed in the late evening. » Before that, it was said that deputy prime minister Julyja Swryrydenko was on the way to the USA to sign the agreement.
US President Donald Trump penetrates the agreement by which the United States should receive exclusive access rights to rare raw materials and minerals from Ukraine. According to Trump’s will, the contract is part of his efforts to end the Russian war of aggression against the country.
Earlier versions of the deal included natural gas infrastructure
A Reuter’s design for the agreement provides for the creation of a common US Ukrainian fund for reconstruction. This is said to receive 50 percent of the profits and license fees that flow from the Ukrainian state from new raw material permits. Future US military aid for Ukraine will therefore be counted as a US contribution to this joint fund. However, it is not determined how the income of the common fund should be used, who benefits from it or who decides on the expenses.
According to the design, a preferred – but not exclusive – access to new permits, licenses and investment opportunities in the field of Ukrainian raw materials is granted the USA or institutions named. Existing agreements are not included.
According to insiders, earlier versions of the agreement had included the Ukrainian natural gas infrastructure, one of the most valuable assets in Ukraine. The earlier versions had also stipulated that the United States would control how the revenue of the common fund would be issued, and therefore license fees and profits from Ukrainian raw materials could receive. The gas infrastructure is not included in the current design.
