TsRPT identified 34 million violations of the labeling of goods in the “Traffic light” network
Over the past two years, a record 34 million violations have been identified in the network of discounts of the “Svetofor”, said the operator of the goods labeling. It is, in particular, about the sale of overdue dairy products, unaccounted bottles of drinking water and beer. The result of checks may be tightening fines for all participants in the retail market. This was already initiated by the State Duma deputy Sergei Lisovsky.
The Central Department Store (the operator of the marking system of goods “Honest Sign”) published the results of the verification of the Retail “Traffic Light” for 2023–2024 (Kommersant has). From them it follows that a total 34 million violations were identified in the network of discounters. Most of them, or about 23.2 million cases, are associated with non -compliance with the requirements of the work of the box office. About 4.3 million more – attempts to copy legal marking code when selling unaccounted for products. In this case, judging by the message of the Central Department Store, it is mainly about drinking water.
The operator also recorded over 2.2 million cases of sale of goods with an expired shelf life. A lot of such products that were sold in the “Traffic Light” network belongs to the milk, explained “Kommersant” in the Central Department Store. Also in the list of problem goods was beer. CRPT registered more than 1 million cases of violations when selling this product.
“Traffic light” is a network of supermarkets-discounters, founded in 2009 by Sergey and Andrei Schneiders. The first object was opened in Krasnoyarsk, but now they are represented in most regions of the country. According to the results of 2024, the network revenue, according to preliminary estimates of Infoline analytics, decreased by only 5%, to 379.6 billion rubles.
The press service of the “traffic light” claims that they do not accept products from suppliers, the residual shelf life of which is less than two-thirds. The network also told Kommersant that it has its own quality service, regularly taking samples from different parties of goods sold in stores, although « such a obligation of retailers is not provided for by applicable law. »
Nevertheless, the Rosselkhoznadzor in the winter of 2025, as part of veterinary control, revealed violations and issued warnings to 60 “traffic lights” in the Rostov region, two in the suburbs and one at a time in the Novgorod and Vologda regions (See “Kommersant” from February 10). In the rest, the sanctions provided by law are not so noticeable for a retailer with large revolutions.
So, according to the Code of Administrative Offenses (Code of Administrative Offenses), a fine of up to 40 thousand rubles is expected for the sale of low -quality goods, for violation of marking – 1.5 million rubles, for the sale of products with an expired shelf life – up to 600 thousand rubles, explains Ivan Nikiforov senior lawyer BGMP. For disconnecting the box office or using gray schemes in calculations with buyers of Art. 14.5 Administrative Code provides a fine of 75% to 100% of the identified amount of violation, the expert adds.
However, for these violations and violations of the law on trade, it is necessary to significantly increase the amount of fines, Kommersant said the State Duma deputy from United Russia Sergey Lisovsky, who initiated an audit by the Federal Antimonopoly Service (FAS) of the Svetofor network. According to Sergei Lisovsky, in the coming weeks his proposals for amendments to the Code of Administrative Offenses are planned to be discussed in the FAS and the State Duma Committee on the Protection of Competition.
