Triple « trap » for « black » leases and « closed » houses

A triple « trap » to limit tax evasion, the disclosure of « black » rents and the opening of closed real estate is set up by the government as part of a broader planning to tackle the housing problem that remains acid and push thousands of households.

The first move is made by compulsory payment of rents through bank accounts from 1or January 2026, a measure linked to the return of a rent to about 1 million tenants, follows a large intersection with electricity watches to identify houses which, while declared to the tax office as vacancies, are either inhabited or rented and rented by income, while giving incomes.

The plan is accompanied by three more interventions: Establishment of a permanent inter -ministerial committee for the mortgage, with the participation of all relevant ministries, the creation of a special digital platform where citizens will be able to get to know all the policies for the affordable home and easily find each program that Purchase as well as the absorption of programs resources.

The « trap » for detecting « black » leases and to fall into the market more real estate is stretched on three levels:

Rental payment only through banks. As of January 1, 2026, every euro paid for a roof, whether it is a main residence, a countryside or a student district, should be compulsorily passed through the banking system.

Following real estate sales, the government puts an end to the use of cash and transactions between owners and renters of real estate by examining the possibility of penalties (fines or other sanctions) for those who are identified not to comply with the new measure and continue to pay the rent in cash.

In the financial staff they know that this measure will not disappear tax evasion with « black » rents but will lead to greater transparency and help at the AADE intersections. At the same time, the return of a monthly rent to about 1 million tenants will be activated since November.

This year, the first year of implementation of the measure, AADE will return to the tenants 1/12 of the rent they have paid on the basis of tax returns. From next year, a rent will be subsidized only when this is paid to the bank.

AADE proceeds to the census of closed properties while launching sweeping intersections for houses that are declared « vacant » to determine if they are really vacant or inhabited and hidden.

The closed real estate will be recorded through the Real Estate Property Registry (Mida).

For each property there is a dossier that will include a type of property (residence, plot, parcel, professional property, etc.), surface, location, floor, electricity, power supply number, unfinished, if it is empty, leased or free, Contracts.

Immediately after the census of the closed real estate, the AADE intersections will run in collaboration with DEDDIE. Electricity consumption will identify apartments and detached houses that are « empty » only on paper.

The Financial Staff also examines tax relief scenarios for real estate interventions in order to enhance compliance, reduce disincentives to declare real amounts of rents, and open closed homes.

Today, rental incomes are taxed at scalable rates of 15%, 35%and 45%, depending on the amount of income.

AADE data shows that declared lease income exceeds € 8.5 billion a year, with 7 out of 10 owners reporting below 5,000 euros.
