When an unmarried Turkmen woman realized that she had to put on yellow headscarves to work in the Ashgabat, her bosses have only raised her shoulders and told her that the order came « from above ».
The order for young women was made public in early March, along with the demand that married women go to work with yellow dresses. Those who do not respect this order have been warned that they will be excluded.
These aesthetic -related rules are the last on the long list of requests in Turkmenistan, which have no legal basis, but carry serious consequences if ignored.
Cars in Turkmenistan, especially in the capital, should be white or pale white, climate capacitors are removed from buildings, and women should be worn with traditional dresses.
Young men should be shaved faces due to beard stops, which also applies to some Central Asian countries.
« These 'regulations' are not based on legal documents, » said Slavomir Horak, an expert on Central Asia at the University of Charles in Prague, in some responses to Radio Free Europe.
« They are often based on the 'recommendations' of the President, or of a member of the President's family. »
Turkmenistan has been led by President Serdar Berdymukhammedov since March 2022.
On the Voting Day, this politician was seen reaching the polling station with a car with license plate 72 97.
He was later declared the winner of the presidential election by 72.97 percent of the vote.
Serdari, 43, is the son of former President Gurbanguly Berdymukhammedov, who was in power from 2006-2022, and is believed to have the last word in this state.
Horak has told RFE / RL that in the case of de facto ban on satellite devices, Gurbanguly Berdymukhammedov has publicly stated that these devices « destroyed the face of the city ».
For the police, this sentence is enough for « officials to understand it as an order, » Horak said.
The decision on the headscarf, which is only one of the orders related to the appearance of women, has prompted harsh reactions, but only in the private plane.
“When will this end? When will the humiliation of the dignity of the woman end? ” said a Turkish woman for the Turkish Radio Free Europe Service, speaking on condition of anonymity, for security reasons.
Previously, women working in the public sector have been banned from using makeup, tight dresses, or white hair coloring.
The Turkmenistan women's union has not responded to the demands of the Turkish Radio Free Europe service for the latest decision on physical appearance.
Horak believes that these orders in Turkmenistan are part of the Soviet heritage in this state, but also of what the first president of the state, Niyazov, who died in 2006, left behind.
However, according to the academic, the roof was affected during the Berdymukhammedov dynasty.
So far, everyone can only speculate on why some colors have been chosen for women's dresses. Some believe it is due to the preference of the wife and sisters of Gurbanguly Berdymukhammedov for yellow.
Observers say that since Serdar Berdymukhammedov has climbed to power three years ago, some minor positive changes have been observed in Turkmenistan, including willingness to address issues such as compulsory work in the cotton industry, and the publication of population census data.
However, the state continues to be among the most corrupt and the most authoritarian in the world, in which there is great poverty.
Although it is difficult to get access to data, the average that a city in this oil -rich state is $ 2.40 a day, less than a quarter of what residents earn in neighboring Kazakhstan.
