« Too many parallel problems for the project we need to hand over the world for a year and a half »: do you delete works on Expo? – Economy

The exhibition will last for three months, and should receive between three and four million visitors, according to the evaluation of officials. In this year’s budget, slightly more than 393 million euros is allocated for the expo, and additional for the national stadium is another 18.6 million.

As it has previously written today, for financing facilities within the Expo until the end of April, only 0.54 percent of total funds were paid. When it comes to the National Stadium, the situation is even worse, because only 0.16 percent of the total planned funds is funded.

These numbers do not encourage, especially when they look together with statements of officials on physical delay in these projects.

Serbian President Aleksandar Vučić recently stated that the construction of the national stadium is as many as four months late, and it is planned to be open right on it.

« We can compensate for two months through working in three shifts and now we look at where to compensate for another two months, because we have scheduled that the great opening is at the largest and most beautiful stadium, » Vučić said.

And Minister of Finance Siniša Mali, at the meeting with the ambassador of China, said the works would have to intensify.

« Business has a lot, the state of Serbia pays on time and that is why we expect everything to be done on time. There is no time to delay with the performance of works, » said Mali.

Marko Milanović from the Fiscal Council explains that it is strange that the total realization is less than we would expect, but it is too early for solid conclusions that at the level of the total state investment will be less than the plan.

« It is common to have unpredictable monthly or quarterly dynamics. In one day it can be ‘compensated’ to see strictly watching data. It still does not claim that it will be at the year level, » he said.

« When looking at the mass, nominal size and share in GDPs are practically shaken with the plan. Although it is more slowly than the plan or expectations, but it will not be strange to the end of the year, » MiLanović indicates.

He reminds that similar happened last year.

« Last year last year, realization was also slower, less than the plan and was eventually pierced the plan for the national stadium and for the expo, it was practically doubled, » said Milanovic. « Says Milanovic. »

On the other hand, an authorized real estate assessor Nikola Seneshi believes that the delay of works on the Expo complex is not technically, but a fiscal problem.

He believes that extremely low budgetary benefits for capital projects in the first four months clearly indicate the absence of the planned financing dynamics.

« At the same time, it is increasingly evident that a significant part of public money is reduced to the social stability before possible elections. In itself, it is not so large investment, but are many others who are currently related to it, » Warning Senesi. « 

He adds that Serbia has a budget reserve and that these funds are currently being actively been spent, but not to expo, neither of the development projects, but predominantly on short-term fiscal needs that do not have long-term development effect.

Also, according to him, more hotels that received funds from the funds of the Serbian Development Agency (Ras) with realization, which endangers the capacities necessary for receiving visitors and delegations.

However, as it says, according to what can be seen in the field, a residential settlement within the Expo project progresses relatively stable.

« However, in space where the halls should be raised, and early structural procedures, foundation and preparation of terrain should continue, which clearly shows that key objects are not even close to the final phase, » he states.

Seneshi emphasizes that a serious problem and slowing down the dynamics of payment between the state, the Chinese artist and domestic subcontractors, especially small and medium-sized firms.

« Contractual obligations are made with a delay, which directly affects their further sustainability on this project. The small subcontractors, which make the spine of operational implementation, may not be able to endure that further risky dynamics of the project », claims.

As an additional obstacle, according to him, the latest withdrawal of the law known as « Lex Specialis » from the parliamentary procedure should be given.

« This law should have accelerated the process of issuing a use permit for key objects within the Expo, but its disposal leaves open legal issues and risks around the timely formal object transfection », explains Seneches.

Our interlocutor is afraid that, due to all the above, the politicization of the whole problem could occur.

« And through an attempt to transfer responsibility to political opponents, instead of recognized project management, but at this point, I seem to be too parallel for one project we need to hand over the world for a year and a half, » Seneches concludes.

Civil engineer Danijel Dašić for today says that the Chinese looked very seriously that partnership in potentially corrupt affairs with the Republic of Serbia, does not benefit them.

Dašić believes that one of the problems is also in the absence of quality planning documents.
