Today, the special commission of the Riigikogu on the control of the state budget will discuss at the open meeting the audit of the Office of Associations owned by the city of Narva.
The recently published report on the verification of state control notes that since the councils of the associations managed by the city of Narva mainly include members of the city assembly and with almost each change of power the places are redistributed, new members of the Soviets take time to adapt and go up to date. When changing power, the compositions of the Soviets are replaced again, as a result of which members do not have time to get an idea of the problems, the current state of the associations and their development needs. In the report on the verification, state control notes that, despite the requirement established by law back in 2011, that local self -government must approve the conditions and procedure for participation in the associations, such an order has not yet been approved in Narva. State control also sees the risk that members of the revision commission are simultaneously included in the councils of associations.
According to the chairman of the commission of Urmas Reinsalu, the main task of members of the Councils of Associations is to expression of the city’s expectations as the owner and the strategic direction of the work of the board. “However, in the whirlpool of constant political changes in the city, the city is more likely to come out who will be able to secure a place in the council of a suitable association or who will be withdrawn from it. A special commission would like to find out what measures the city is taking to improve the control system over the commercial and other associations belonging to it, ”Reinsalu said.
The mayor of Narva Katri Raik, as well as the main controller of state control, Ines Metsal-Nurminen and the head of the audit Tambet Drell, were invited to an open meeting.
