Thousands of teachers and staff leave the education system
Thousands of teachers and non -pedagogical staff are expected to be released from the Bulgarian education system in 2025. Of these, 8700 are educators and 3600 staff, it is clear from the project for the National Program « Optimization of the Internal Staff Staff » of the Ministry of Education. Its adoption by the Council of Ministers is to be held after the period of public consultation at the beginning of April.

Retirement
The program of the program states that 3000 teachers and educators and 1500 staff of the total are retirement. Additionally sent by the Ministry of Education and Science to Dnevnik, a reference clarifies that in the calendar 2025 retirement age, 4274 pedagogical specialists, 310 school principals and 211 deputy directors, as well as 243 other non-pedagogical specialists, or a total of 5038 people.
Educators and non -pedagogical staff are expected to be shortened due to the closure, merger or transformation of educational institutions. It will be done during the summer vacation before the start of the 2025/2026 school year, and at this stage it cannot be said how many schools and what transformation they will undergo.
The estimated number of redundancies is similar to last year, when 8658 pedagogical specialists (2961 – at retirement) and 3602 people are released from the system, 1493 of which were retired is understood by the implementation of the MES National Programs in 2024. |
Sanctioning measures shift the focus of real problems in education
The pedagogical specialists in the system are approximately 90,000 people, including kindergarten educators. In 2025, the women in it retire at 59 years and four months and at 25 years and 8 months of teaching experience, and men – 61 years and 8 months and 30 years and 8 months of teaching experience, according to the Social Security Code.
Teacher shortage
Retirement does not necessarily mean that educators are leaving the system. In the event of a teacher’s shortage, principals could reassure them again. The National Program prohibits the refund of funds for the benefits paid to educators who have been hired after their retirement, but only when it comes to the same employer.
The program covers the state and municipal kindergartens and schools, the centers for the support of personal development, the regional centers for supporting the process of inclusive education, the National Palace of Children and the Logopedic Center in Sofia. All of them will be able to apply for the granting of benefits for termination of employment contracts, which should be paid to them until November 5.
At this stage, there is no information on how many teachers and staff would be re -appointed.
Ten salaries
Educators are entitled to compensation in the amount of 10 gross salaries upon termination of their employment contract, provided that in the last 10 years of their work experience they have held a pedagogical position in a state or municipal educational institution. As for the non -teaching staff, the benefit is eight gross salaries and a half if employees have worked 10 years since the last 20 with the same employer.
The changed conversation in education
Schools are subject to verification of how the funds provided to them, as well as whether they have reassigned people, dismissed and compensated. State educational institutions are checked by the regional education departments and the municipal municipalities respective. The inspections will be carried out until January 30, 2026, the program indicates. If there are inconsistencies, by February 10 of the same year the schools must return the funds.
