Therefore the E6 raged in Stenungsund

On Tuesday, the Swedish Accident Investigation Board, SHK, presented the final report on the landslide on the hillside adjacent to the E6 at the height of Stenungsund.

– At the western property boundary, the fulfillment of soil masses was ten meters above the condition, says investigative leader Alexander Hurtig when he explains what they consider to be the main reason for the landslide.

– It became an overload of the ground.

The huge amounts of soil and clay that crumbled the highway at 01.39 the night against September 23, 2023 could have ended even in human disasters. Seven vehicles fasting in the clay but only three people were injured, all mildly.

In addition to SHK coming The authorities also the Swedish Geotechnical Institute, SGI, and Sweden’s geological survey, SGU, to participate in the presentation on the conclusions.

The final report is also an important document for Chief Prosecutor Daniel Veivo Pettersson, who in March last year shared three persons suspicion of gross general negligence, gross negligence for bodily harm and unauthorized environmental activities.

The suspects are Among other CEOs for the company that builds the business park on the slope and the head of the excavation company that has performed the work of moving soil masses to the area.

« The conditions in the investigation are largely the same.

This is what the area for the future business park looked a year ago. The rebuilt E6 is visible in the background.

Thus, in the final report presented by the Accident Investigation Commission, the filling masses that were excavated on the slope were pointed out as the probable main reason why the land collapsed, that was also what was the basis for the prosecutor’s criminal suspicion.

The situation is judged to have worsened by the fact that it had rained a lot, and that the basis for the detailed plan on the ground conditions had deficiencies. Therefore, Stenungsund’s chrome receives criticism.

« On the map in the detailed plan that shows that there was a mountain edge on the slope, it was actually ten to fifteen meters deep soil layers, » said investigative leader Alexander Hurtig during the accident’s press conference.

The three criminal suspects have not wanted to comment on the matter in the media, but now it is clear from documents that they sent to the Accident Investigation Board that they completely dismiss that they would have done something wrong.

On the contrary, they mean, Through the law firm they have hired, in their own compilation of the shaft masses they claim brought there, and through an expert opinion they obtained from the professor in geotechnology at KTH Stefan Larsson, that the landslide may very well have other causes, started in other places – and that the situation was made by a detailed ground investigation into the situation.

At this illustration, which the shaft company has compiled, they show to the left how large masses they claim were added to a central area for the landslide, 11,500 cubic meters. The illustration on the right shows, they mean, how big the pile has become if the prosecutor's figure of 57,000 cubic meters is added

An example: The head of the shaft company writes in the opinion that prosecutors and police « claimed that area B4 has been added to 57,000 cubic meters of masses ». It is dismissed by hiring a company that, based on specified heights and measurements, « calculated which masses have been removed and added to the area, which it appears that the area’s mass balance amounts to 11,500 cubic meters ».

In order to illustrate the matter What it would have meant if the information about 57,000 cubic meters was added, they have drawn on a map « a pyramid -like shape with a highest point of +85 meters, which demonstrates the unreasonable (…} ».

In this picture, taken a few days before the landslide, the earthquake that the Accident Investigation believes was built up too high and contributed to the landslide.

Professor Stefan Larsson writes in his opinion on the preliminary report of the Accident Investigation Board, which was sent out on a referral last winter, that « it may be a burden on the slope that initiated the landslide, but this has not been clarified with the analyzes presented in SHK’s investigation ».

He also believes that the investigation is « incomplete because it does not give a sufficiently good picture of the earth’s actual behavior and the landlord, especially when it easily dismisses several alternative scenarios. »

Professor Larsson believes that a scenario where the landslide instead started down towards Norumsån and then progressed towards E 6 and the support has been dismissed by SHK and SGI « in an overly light and defective way ».

He also believes that he has not « found any facts » in neither SHK’s, SGI’s nor SGU’s reports « that show that the slope has been erected (by the shaft company, DN’s note) up to 10 meters above the ground level ».

DN has been in contact With the company park’s owners who do not want to comment on the matter in this situation.

The construction of the business park continues where some buildings are ready and have been put into operation. At the same time, Stenungsund Municipality has started work on renewing the detailed plan in part of the area.
