The White House will approve a single approach to the support of exporters and importers

The government unifies the provision of services and support measures to foreign trade participants throughout the country. For this, a special foreign trade digital standard will be developed. Now the depth of digitalization of state support in the regions is different: in some entities, exporters and importers still cannot get it without personal presence. The digital standard should remove this problem, as well as integrate disparate regional approaches to providing assistance with the “One window” information system. Its operator, the Russian Export Center (REC), expects that the system of the system will facilitate the receipt of public services and make them more personified.

The White House will approve a single approach to the provision of services and support measures to exporters and importers from all regions of the country. The bill vesting the government with such powers is published by the Ministry of Economy at Regulation.gov.ru. We’ll explain that there is a whole spectrum of regional measures to support foreign trade participants: from services for certification of goods for entering foreign markets and registering patents abroad to compensating for the costs of logistics and all other types of subsidies. As “Kommersant” was told in the ministry, the degree of digitalization of the processes related to the provision of assistance to exporters and importers is “very different depending on the region”: “Until now, in certain regions, to receive some services and support measures, the participant of foreign economic activity must be physically (with your feet) to the body, apply on paper and apply substantiating paper documents to it”. The digital standard should exclude such situations and set uniform requirements for all regions to provide support. From the explanatory note it follows that the standard is already approved by the Commission of the State Council in the direction of « International Cooperation and Export ». Now it will be approved by the government. In case of adoption, the bill allowing to do this will enter into force on January 1, 2026.

Work on the unification of processes will be concentrated around the “one window” information system and the corresponding platform.

“Given the different degree of readiness of digital infrastructure in the regions and their budgetary security”, the transition to the new standard will be phased: while maintaining the order in the regions and their own digital infrastructure, the Ministry of Economy said. “The gradual integration of the mechanisms of information exchange used in such regional infrastructure is assumed with the one window information system,” the ministry said.

In the Russian Export Center (Operator “One Windows”), as follows from the explanatory note, they are already engaged in the donastatic system. As « Kommersant » in RECthe functionality of the platform allows you to transfer standard processes into the digital format without unnecessary costs.

Among the priorities of the development of the platform – the creation of a system of integrated services, an increase in personification in a sentence of services.

“We strive to make the company, entering the platform, could automatically get a clear sequence of the services necessary for it, which can be issued in one click,” the center emphasized.

Note that the targeted selection of measures is already working for other categories of support recipients: for example, it was implemented by the government for small businesses – on the digital platform of the SME (See “Kommersant” of July 17, 2023). However, the desire to increase the effectiveness of assistance to foreign trade participants can be explained not only by the scaling of already “rolled” approaches, but also by the desire to adapt to the changing foreign trade landscape. Although the tariff restrictions detonated by the United States do not affect Russia directly, their indirect influence has only to be evaluated (See “Kommersant” from April 4). In the context of the restructuring of international cooperation, the operational calibration of assistance to foreign trade participants becomes one of the priority tasks for the authorities.
