The voice pushed the amendment to the NGO Act
Direction and the CIS described the changes toothless.

BRATISLAVA. Direction and SNS failed to push the amendment to the Act on NGOs according to their wishes. The coalition voice has pushed for a compromise, he wants to « soften » the amendment by amendments.
Boneless, empty, toothless. In this way, Direction and CIS deputies have been commented on the proposal of their coalition partner, since the voice openly says he has problems with their amendment.
They also addressed sharp statements to the party the day before the opening of the negotiations on the bill.

The petitioners around the deputy Adam Lučanský of the CIS blamed his voice for « protecting lobbyists ». Juraj Gedra from Smer, the Office of the Office, also had reservations, whose office cooperated with Lučanský on the proposal.
They reproached the coalition partner that President Peter Pellegrini It does not want to sign the law on compensation of people who did not respect anti -panel measures, ie the so -called. Covid’s amnesty.
They also indicated the value proximity of the voice with the opposition, mentioning the statement of Petr Kmec that his opinions are 95 percent identical to PS and SaS.
The day after that MP Milan Bartek says that the party is « clear » in that he has to do something with « political » non -governmental organizations.
In the article you can read:
- Whether voice changes are sufficient,
- Why the coalition shortened the debate to 12 hours,
- The CIS Member of the CIS is the point of maintaining the point in the proposal.
« There is a clear consensus in the government coalition that we have to make the space of the NGOs, » says Bartek. « I think the agreement on this topic will certainly be in the coalition. »
Roman Malatinec Even before lunch, he did not see a clear match. « We have to get it together, » he said.
Malatinec was one of the rebellious deputies around Samuel Migal. Then he moved to the national coalition from his voice Rudolf Huliak.
It will probably be unconstitutional even after adjustments
The amendment has been discussed for a year and has been replaced by several forms, first talking about foreign agents, later on lobbyists.
The Rhetoric of Direction and the CIS did not change. They are still talking about political and non -political NGOs, according to them, those who criticize the government, and control their funding.
They wanted to command the amendment to organizations that directly or indirectly influence politicians to refer to themselves as lobbyists. However, the vague wording of the law could, for example, also apply to the status to Facebook.
Representatives of the third sector refer to Lučanský’s proposal as « bully ».
He was also criticized by the Commissioner of the Council of Europe on human rights, who recently called on Slovak deputies not to support the amendment.
The voice wants to release a part on lobbying, which it plans to define in a separate law.
In addition, it also wants to remove the part of the cancellation of organizations after the administrative error in the statement. The original version states that if the NGO does not correct the mistake after the first or after the second fine, the Ministry of the Interior will be able to dissolve it.
The voice also adjusted the part that makes civil organizations to obliged persons who have to make information to the public on the basis of the Infos.
It does not disturb the obligation, it should only apply to those that receive more than EUR 5000 from public sources. Such an obligation could lose smaller nonprofits that have fewer staff with another administration.
Via Iuris points out that such a wording of the law can also interfere with the right to privacy in terms of decisions of the Court of Justice of the European Union and the European Court of Human Rights. At the same time, such an obligation could discourage donors from supporting organizations.
« In addition, business entities receive money from the state on the basis of contracts, » says Batkova from Via Iuris, adding that companies can also influence public opinion.
« Civic organizations, like business entities, are private-law entities, so the proposal is also discriminatory in this respect, because with the same entities that receive public resources under the contracts, he handles differently, » Batková continues.
Without a change, the disputed part of the obligation to publish the names of donors and members of the organizations authorities, which the third sector considers unconstitutional. It refers to the protection of donors’ privacy.

Changes they say they will go through
MEPs are to vote on Wednesday. Parliament approved on Tuesday before lunch not to vote after 5 pm. Only Ján Ferenčák and Miroslav Čellár from his voice, author of the amendment, did not vote with the coalition.
The way in which the law is adopted criticized Ondrej Dostal from SaS.
He also pointed out a shortened debate for 12 hours, which he believes is a signal that the coalition is going to make « outrage ». Similarly, it proceeded in the approval of the amendment The Criminal Code.
The debate was shortened by an agreement in the coalition, explained the head of the club Voice Róbert Puci. They wanted to avoid « unnecessary time stretching », saying that 12 hours were enough for a « constructive debate ».
The document, which has 20 pages, was published just before the start of the debate on the bill that started at 2 pm. The voice presented it together with the CIS. The original proposal had 11 pages, in March Lučanský adjusted it to a 31-page amendment.
The opposition would not even vote for the softened bill. Vice -Chairman of the Club KDH Marián Čaučík praises the voice for the improvement of the « evil law », but he insists that he should go through a proper legislative process.
The petitioner Dagmar Kramplová told journalists that the possibility of disturbing NGOs should remain. According to her, the organizations are « extremely rich » and several thousand fines are « ridiculous » for them, so it is necessary to enforce compliance with the law in this form.
Direction Vice -Chairman Dušan Jarjabek insists that the government is not about bullying the third sector, but only « transparent financial flows ».
Apparently no one is hurting NGOs and the threat of administrative burden is said to be an excuse.
« We vote for the law only if our amendment passes, » he says for the voice of Puci. According to him, the coalition is an agreement that their amendment will pass.
