According to the newspaper’s information, the first three points of the US peace plan provide immediate ceasefire, Ukraine and Russia’s direct negotiations, Ukraine’s abandonment of joining NATO, maintaining the opportunity to join the European Union (EU).

The fourth and fifth paragraphs affect the issue of the territories – the US « de iure » recognizes the annexation of Crimea made by Russia, while the warring parties freeze the front line.

The document does not provide that the other occupied areas of Ukraine are formally recognized as Russia, but according to the Daily Telegraph information, it provides for the actual recognition of this control by Washington.

Some of the Ukrainian territory in the Kherson area must return to Kijiva control, but Zaporižja’s nuclear power plant – under the US control.

The sixth paragraph provides that the US and Ukraine sign the agreement on the common mineral mining.

The seventh paragraph states that the US and Russia can set up new economic ties by completely abolishing the sanctions of the United States and launching Moscow and Washington cooperation in the field of energy.

The plan has no clear US security guarantees for Kijiv.

According to the newspaper, it will be difficult for Kijiva to accept US proposals as they mean territorial losses without security guarantee mechanisms.

« Kiev officials said they have doubts about the prospects of reaching a peace agreement, » the publication said.

The newspaper sources did not expect the British Foreign Ministry to end with the upcoming Western and Ukrainian delegates on Wednesday with any agreement.

Sources indicate that the meeting is an opportunity for Ukraine to present its vision of the peace treaty.
