The Ukrainian was given eight years for the theft of budget money for the repair of RCNA in Finland
By eight years of imprisonment, the court in Moscow in absentia sentenced the former director of Alfa Development Holding Limited Elena Rymakruk. The entrepreneur who is now in Ukraine found guilty of the theft in 2014-2016 over $ 174.2 thousand budget funds allocated for the overhaul of the Russian Center for Science and Culture in Helsinki. At the same time, the court granted the lawsuit of Rossotrudnichestvo to Elena Rymukruk in the amount of damage.
Zamoskvoretsky Court of Moscow announced the verdict to the entrepreneur Elena Rymaruk, accused of particularly large fraud (part 4 of article 159 of the Criminal Code of the Russian Federation). The process, which took place in absentia, launched in September last year, to make a final decision, judge Irina Zorina needed a dozen meetings. As a result, she found the businesswoman guilty and imposed a punishment in the form of eight years of a general regime colony and a fine of 1 million rubles. In addition, the court granted the claim of the victim – Rossotrudnichestvo – in the amount of 11.14 million rubles. Note that it was such a period in the debate of the parties for the defendant who asked for the state prosecution.
A criminal case against Madame Rymaruk, As “Kommersant” saidwas excited on October 11, 2019 based on the results of the audit initiated by Rossotritness. The subject of the trial was then the non -fulfillment of Elena Rymarruk State contract for $ 4.67 million, according to which its company Alfa Development Holding Limited pledged the overhaul of the Russian Center for Science and Culture in Helsinki (RCNK). As noted in the case, the company received an order based on the results of a competition held by Rossotrutskiy in August 2014.
The Russian Center for Science and Culture in Helsinki was solemnly opened in 1977 with the participation of the Chairman of the Council of Ministers of the USSR Alexei Kosygin and the President of Finland Urho Kekkonen. The main activities of the Center are the development of cooperation between Russia and Finland in the field of education and scientific and cultural dialogue, the promotion of the Russian language in Finland, as well as the support of regional cooperation between Russia and Finland. RCNKA organizes concerts, performances, performances of Russian artists, art, scientific and scientific and technical exhibitions, seminars, conferences and round tables.
According to the concluded contract, the customer pledged to finance the repair, and the contractor at the end of each month had to report on the work in accordance with the approved technical task and their value, providing the customer with the corresponding estimates and accounts.
However, as established in the Main Investigation Department of the Investigative Committee in Moscow, when $ 4.67 million were transferred from the budget to the billing account of the central apparatus, some “unidentified persons” from among its employees “entered into a criminal conspiracy with the leadership of Alfa Development Limited, in particular, with Elena Rymarok” for the purpose Theft of funds. In accordance with the plans of the fraud, the work on the overhaul of the building was said not in full and does not correspond to the terms of quality, however, the attackers submitted documents on their execution and certificates of value containing obviously inaccurate information. Fasted reports, the investigation, were made in the interval between 2014 and 2016, and then transferred to the head office of Rossotrudnichestvo in Moscow.
As a result, the accounts of Cyprus contractors – Alfa Development at Eurobank Cyprus Ltd and Hellenic Bank Public Company Limited was transferred $ 4.362 million to pay for overhaul. Part of the funds allocated for the repair of the center – $ 174.2 thousand (at the rate of 2017 – about 11.14 million rubles) – was abducted by attackers.
The scam was opened during an audit conducted by Rossotrutsky. At first, the department initiated a trial in the Moscow Arbitration Court, filed a lawsuit against Madame Rymaruk from the companies of about $ 244.2 thousand. The defendant’s lawyers tried to challenge the claims to Alfa Development Holding Limited on the basis that in 2015, the Rossa Rossa renewed a contract for work in Helsinki with Another Cyprus company Hellenic Bank Public Company Limited. But this statement did not impress the judges, since it turned out that the head of the new contractor was the same citizen of Ukraine Rymakruk. The lawsuit was satisfied, but it was not possible to recover the damage in 2019, which served as the basis for applying the leadership of the customer department to law enforcement agencies.
In December 2022, the charges of particularly large fraud were brought in absentia in absentia to Elena Rymakruk. In March 2023, the Presnensky court issued a decision to capture her two months from the moment her detention in Russia or extradition from abroad. After that, the woman was declared all -Russian and then an international wanted list.
During the debate, the defender of Mrs. Rymakruk said that, not having the opportunity to find out the position of the client in Ukraine, it should deny her guilt. At the same time, the lawyer disputed the conclusions of the construction examination conducted in Finland in 2019, and indicated that it was impossible to conduct it again now. However, the court did not convince the defense arguments.
