The State Duma postponed the consideration of amnesties for the 80th anniversary of the Victory

The Council of the Duma on April 7 planned to send to the newsletter to prepare reviews and proposals, the projects of amnesties accumulated in the lower house, but instead decided to first analyze them in the fractions. Among the documents there are both relevant proposals for the 80th anniversary of the Victory, and clearly outdated, for example, initiatives motivated by the spread of coronavirus.

From the addition to the agenda of the Council of the Duma, it follows that the deputies expected to consider the projects of amnesties in May -June. However, as the interlocutor of Kommersant explained in the lower ward, it turned out to be difficult to deal with all at once, since some of them are concerned with criminal articles, and the other – administrative ones. Previously, this did not happen in the practice of the lower house. As a result, it was decided that the documents would first analyze the factions, including compliance with the current norms of the Code of Criminal Procedure.

The latest projects – Initiatives Communist Party and LDPR on amnesty on the occasion of the 80th anniversary of Victory.

The authors propose to release a number of categories of citizens who first convicted of imprisonment for intentional crimes of small and moderate severity. Among these categories are participants in the fighting, minors, mothers with children under 18 years of age, pregnant women, lonely fathers, disabled people of groups I and II, elderly faces, etc.

Recall, the chairman of the State Duma Committee on State Construction Pavel Krasheninnikov (United Russia, EP) in an interview with Kommersant called The conduct of such an amnesty is “untimely”, since its elements are already provided for in the framework of attracting the defendants, suspects and those who are serving their sentences. The chairman of the State Duma Committee on Defense Andrei Kartapolov (EP) agreed with this position yesterday. “Those who are in places of imprisonment and love their homeland have a good chance to prove this by signing a contract with the Ministry of Defense,” he commented on the probability of such an amnesty.

In the Duma portfolio there is a draft resolution of the LDPR on amnesty for the 75th anniversary of the Victory, introduced back in May 2020. It concerns only citizens who have committed administrative offenses. Several projects that the Council of the Duma planned to be sent to the newsletter were entered in 2022. For example, the proposals of the LDPR and “new people” to amnesty according to economic articles. Liberal democrats also proposed to free the road violators from administrative responsibility (with the exception of drunk driving). Separately, they entered the project of a “road” amnesty for mobilized citizens.

In the same year, the “new people” called for the Duma to show humanism in relation to the “barbecue” and made a decree on an amnesty for citizens who committed administrative offenses in the field of fire safety requirements. “The purpose of this amnesty is to provide the citizens of the Russian Federation to prepare barbecue and spend time with a family without fears about possible fines in conditions of increased stress in connection with the introduction of sanctions, as well as due to the lack of infrastructure for the preparation of barbecue in cities and suburbs,” the explanatory note to the document says.

The oldest projects dates back to 2020. Among them are the proposal of the Communists to declare an amnesty in relation to citizens brought to administrative responsibility in the form of deprivation of a special law. This is, in particular, about the rights to hunting, driving a vehicle, the acquisition, storage and carrying of weapons, etc.

The explanatory note says that one of the objectives of the project is to mitigate the « negative socio-economic consequences of the spread of a new coronavirus infection. »

The co -author of the bill Yuri Sinelshchikov (Communist Party) noted that, perhaps, the faction will decide on the authors of the old draft decisions, but not all communists share this opinion, believing that « feedback is a simplified procedure for deviation in which the authorities will not need to explain why they do not show mercy. »
