In regional councils to protect traditional spiritual and moral values, squads should be organized. With such an initiative, the head of the State Duma Committee on Local Self -Government, Alexei Didenko (LDPR), made such an initiative on the thematic round table in the Federation Council. According to his idea, these structures will ensure the protection of public order and help to tear out young people from the influence of destructive organizations. However, neither human rights activists nor colleagues of the liberal democrat for parliament have yet appreciated the idea.

Tips for the protection and strengthening of traditional values ​​with regional authorities work in more than 50 constituent entities of the Russian Federation, said Alexei Didenko on a round table on May 30. Now these structures are developing plans for relevant events and working out “negative episodes” from the local agenda, but their attention should be paid to the public order protection, the parliamentarian believes. In his opinion, under the Soviets, public squads can be formed, which “in cooperation with the law enforcement agencies” could “participate in all kinds of events”, including the monitoring of compliance with the legislation.

As an example, Alexei Didenko cited raids “in terms of the availability of tobacco, alcohol and wipes for youth”, which are already held in various regions.

However, this work should be systemic, otherwise it can “acquire destructive formats,” the parliamentarian emphasized: “There is no empty place, and there is no empty place in sacred, and where the void – black and famously arise.” So, the youth, who “seeking meanings and wants to protect values”, can fall under the “extreme extremist” impact, for example, from the “nationalist organizations that use radical methods in their work”, the deputy warned. “Remember the squads in the Soviet Union: there were only positive effects there,” added Liberal Democrat.

Member of the Presidential Council for Human Rights (HRC) Kirill Kabanov reminded Kommersant that the HRC has long been discussing the formats of legalizing the work of people’s squads. “Formally, there is a law, but it does not determine the status of combatants, does not give them any powers, including does not give the right to apply violence to suppress offenses,” said Mr. Kabanov. In his opinion, the squads should act “from the position of law enforcement officers as an additional force of law enforcement”: “There was an effective practice of the USSR, where the squad was equated with law enforcement officers, this is a simple procedure.”

Citizens who want to protect their areas and courtyards are really a lot, Kirill Kabanov noted, “both youth and veterans of the special operation”, therefore, in the field such organizations as the “Russian squad” or “Russian community” are being formed. However, their ideological content should be primarily connected with the protection of the law, the human rights activist said: “When they become responsible officials, this is already a restraining factor, and when people are organized, it’s easier to work with them.” However, while some of the security forces are not ready to share this position, Cyril Kabanov complained.

According to the deputy chairman of the State Duma Committee on Civil Society Sergei Obukhov (Communist Party), the introduction of « effective Soviet formats » should be preceded by the introduction of « Soviet content ».

If someone intends to build the work of squads based on traditional values, then you should first figure out what the traditional values ​​are, Mr. Obukhov believes: “The Ministry of Justice has not yet given the legal decryption of this concept, there is no positive legal content here.”

It is impossible to bring young people from the influence of the mentioned organizations with the help of squads, Sergey Obukhov is sure: “Young people react to a global social project when they have a future.” Deviant forms of behavior are a reaction to “manifestations of modern society”, and no “Soviet practices in isolation from the Soviet idea of ​​social justice” will not work, the communist is sure.
