The subject of the acute discussion in the State Duma unexpectedly was the bill of the Ministry of Internal Affairs, which obliges the police and schools to exchange data on migrant children. The initiative was represented by Deputy Minister of the Interior Igor Zubov, and many parliamentarians took advantage of the moment to make accumulated claims. MP Mikhail Matveev (Communist Party) was brighter than others: he criticized the Ministry of Internal Affairs for “frivolity”, because of which the children of migrants “go down into the pack”. Such formulations caused a remark from single -party people, but the profile working group promised to think about « additional measures. »

On Tuesday, June 10, the State Duma began to consider the bill of the Ministry of Internal Affairs, which obliges the police and the Ministry of Education to exchange data on minor foreigners. As “Kommersant” saidthe migration department will inform the educational about the registration of such children and the deregistration. Schools and colleges, in accordance with the project, will have to transmit information about the results of mandatory testing of migrant children for knowledge of the Russian language, as well as data on their enrollment or deduction.

“The purpose of the bill is to strengthen migration control. As well as ensuring the rights of children legally located in the country to receive education, their socialization and integration into society, ”Igor Zubov reported to deputies of the deputy minister of internal affairs. He explained that today these education systems and the Ministry of Internal Affairs are “do not work”: the number of minors of foreigners in the country does not coincide with the number of such students in schools and colleges. According to the deputy minister, the bill will help to find children whom foreign parents brought to the country, but did not send to study.

None of the parliamentarians opposed the proposed Ministry of Internal Affairs – on the contrary, some initiative seemed insufficient enough.

So, deputy Mikhail Matveev called for immediately expeling such foreigners. “In the response to the request of the colleagues of Sergei Obukhov (also the Communist Party – « Kommersant ») The Ministry of Internal Affairs reported that last year about 8 thousand protocols were drawn up under the article on the failure of the parents of their functions for raising children (referring to Article 5.35 of the Code of Administrative Offenses. « Kommersant »). We will now expand this amount by adopting this law or what? Will they spur?  » – Mr. Matveev asked indignantly.

Deputy Alexei Kurinin (Communist Party) also quoted the Ministry of Internal Affairs to a request from deputy Sergei Obukhov: “800 thousand children of minors in the Russian Federation, 600 thousand of them are not studying. Then what? They attracted the mocking of the parents according to the protocol, but they issued a family education or something else. Will there be a further change in the legislation that will be expelled?  » Igor Zubov replied that he did not inform deputy Obukhov of such numbers. According to the deputy minister, only 638 thousand children of migrants are now in Russia and it is unlikely that most of them do not study in schools.

Nevertheless, other deputies supported colleagues from the Communist Party: some talked about cases of “egregious aggression by migrant children”, while others recalled the statements of the investigative committee on crime growth among foreign citizens. In response, the representative of the Ministry of Internal Affairs recalled that the Investigative Committee “is not a body that is responsible for this sphere,” and made it clear that he considers redundant the legislation proposed by deputies.

After that, Mikhail Matveev called on the deputy minister to « take more seriously » to the problem.

“Some criticism of the Investigative Committee, which, unlike the Ministry of Internal Affairs, is truly puzzled by this problem,” the deputy was indignant. “Some reasoning about the economy: migrants are needed, migrants are not needed … although it is about the law enforcement side of the issue!” 600 thousand people are wandering somewhere in shopping centers and streets, get off in packs and attack children and adults. All parents should know that if they do not fulfill their duties, there will be only one option – deportation with children. Home, to their native villages! « 

Such formulations outraged the vice-speaker of the State Duma Ivan Melnikov (Communist Party). “Colleagues, I urge you to observe the correctness when speaking even on such an extraordinary issue that we are discussing,” he said. “In particular, I think that children cannot be lost in flocks.” The atmosphere was finally discharged by deputy Irina Yarovaya (EP). “In order to find solutions in such difficult issues, you always need to act veriously, very professionally and responsibly,” she reminded. “Criticize without a result – who needs it? We need to put things in order. ” The deputy added that by the next reading, the working group will present « additional comprehensive measures aimed at implementing the goals of the bill. » After that, the bill was unanimously adopted in the first reading.
