The law on the localization of vehicles for taxi is adopted by the State Duma encountered with counteracting the taxi industry. Since March 2026, in most regions of the Russian Federation, to include a taxi in the taxi register, the car must have 3200 points of localization or be released on a SPIC, enclosed in 2022–2025. According to market participants, this allows not only AvtoVAZ cars to work in a taxi – a key lobbyist of the initiative, but also part of competitors.

The State Duma adopted on May 13 in the second and third readings law On the establishment of requirements for the level of localization of cars used as passenger taxis. From March 1, 2026, to include a car in the taxi register, the number of localization points must correspond to the bar installed for public procurement (now 3200 points), or the car must be made as part of the SPIC, concluded from March 1, 2022 to March 1, 2025. It is also possible to admit a car released on a later SPIC, but this will require a government solution. Since 2033, the only condition for inclusion in the register will be the number of localization points.

The State Duma clarified that the requirements will not be applied to cars entered in the registers until March 1, 2026. A taxi work permit has been valid for five years. In terms of regions, the law will enter into force later. For the Kaliningrad region and the Siberian Federal District, a delay was given a delay until March 1, 2028, for the Far East – until March 1, 2030.

The head of the State Duma Committee on Transport and Transport Infrastructure, Yevgeny Moskvichev, specified “Kommersant” that the law concerns all categories of business and taxi classes.

Sources of Kommersant recall that initially the lobbyist of the law on taxi localization was AvtoVAZ. The car manufacturer insisted that in the taxi -parks used cars with a high level of localization, and not imported, including « which are produced abroad and gather in Russia from large imported nodes. » The idea of ​​Russian cars in a taxi was supported by Russian President Vladimir Putin during a visit to the main platform of the company in Togliatti in January. In AvtoVAZ they refused to comment.

But the adopted version of the law has undergone a number of changes not in favor of AvtoVAZ. Thus, the relief of the requirements in the form of admission in a taxi made in the framework of the SPIC, concluded since March 2022, admits Chinese cars manufactured in the Russian Federation under Russian brands, one of Kommersant’s interlocutors believes.

Thus, he explains, in a taxi, brands produced on Autotor (in particular, BAIC, Kaiyi, SMW), Citroen C5 Aircross, Tenet manufactured by AGR Holding, EVOLUTE electric vehicles, manufactured at the Lipetsk factory, can be allowed. Although another source of Kommersant believes that the cars produced on the Autotor do not fall under the requirements, since the company concluded SPIC until 2022, and later made amendments. Similarly, he adds the successor to Volkswagen Speak, he adds. The third source “Kommersant” clarifies that Evolution and Voyah cars are really passing according to the requirements. The fourth interlocutor of Kommersant includes the Moskvich brand in their number.

According to the document, a foreign and localized automaker – Haval does not fit into the requirements of the law. The company concluded SPIC until 2022, and the models manufactured at the factory near Tula, according to Kommersant, until 3200 points are scored.

Taxi drivers repeatedly expressed concern about taxi localization and asked President of the Russian Federation Vladimir Putin not to adopt a bill (See “Kommersant” from February 21). The Maxim service notes that the market of budget cars in the Russian Federation is “actually absent”, and LADA cars became “too expensive”. Since 2020, AvtoVAZ has risen in price by two to three times, they say in Maxim.

The head of the Center for Competence of the International Eurasian Forum Taxi Stanislav Schwagerus believes that for the taxi industry it would be more effective to introduce a more flexible stimulation of the use of the domestic automobile industry. For example, he notes, to return the fee for entering the information in the taxi register about an unfailed car and exempt from the fee for entering a domestic assembly car to the register. According to Maxim Kadakov, the editor -in -chief of the magazine Drive, the innovation, despite the ambiguity, does not threaten a crisis in the industry. Until March 2026, there is enough time for “adjustment” for taxi pork and car manufacturers, adds the managing director of Alfa Leasing Group of Companies Maxim Agadzhanov.

The adopted version of the law bears the risks of increasing the cost of a trip to a taxi, said Ilya Zotov, head of the all -Russian association of passengers, adding that the document was adopted without amendments, which were represented by public organizations and experts.

The effect on the cost of transportation will depend on downtime for repair, growth in expenses and income for this reason, noted in Maxim, not excluding tariff adjustment. Yandex Taxi is sure that the law will require the “significant adaptation” of the industry.
