On Wednesday, May 14, at 15:00 as part of the exercise forces of Estonia, SIIL (Hedgehog) for the first time throughout Estonia will be launched a comprehensive system of warning about the danger of EE-LARM. An important part of this system is SMS – A message based on geolocation, which from April can be sent to people in the language they have chosen – Estonian, English or Russian. The state recommends people to check their language preferences from a mobile operator and, if necessary, change them.

Language settings will allow you to quickly and understand the warning by SMS faster and more understandable, since earlier several languages ​​were included in one message, which made it longer and slowed down the delivery.

Sending alerts in the preferred language is necessary, since if the message is sent in a language that the recipient does not understand well, the time of his reaction slows down, which can threaten his life. It also significantly increases the load on the state infolinius 1247 and the emergency number 112, thereby affects the operation of operational services and slows down the receipt of assistance.

When launching state notification, people will receive messages through a few channels: in mobile applications “Ole Valmis!” and “Eesti äpp”, SMS – a message on mobile phones running a line on the Estonian national broadcasting TV channels (ERR) ETV and ETV+, on the ERR.EE website and in the ERR Uudered mobile application. In addition, from this year, a network of sirens has been installed in 22 settlements of Estonia, which covers approximately 65% ​​of the population.

The notification is launched both in a crisis and in the exercises, with the ability to get additional information on the Kriis.ee page, by phone of the state infolinius 1247, and in the future – also on the Olevalmis.ee website. Having received information there, you can make sure that a genuine state notification has come.

The functionality of the SMS-message language, which can be sent to those who are in the potential danger zone, developed the Ministry of Internal Affairs with the support of financing the European Union* in cooperation with the State Infocommunications Fund (RIKS), Elisa Eesti, Tele2 and Telia mobile operators, as well as Levira AS.

Language preferences are determined on the basis of the operator’s data and are most often selected according to the contract. Problems can arise with the employer numbers, especially if they are not tied to the user. Although language preferences can be changed at any time, it is wiser to make a choice as quickly as possible.

What exactly will happen on May 14?

  • In the first half of the day there will be a preliminary notification, which will warn that at 15:00 a test of the warning system will begin, during which a test message will be sent through the warning channels and sirens were launched in 22 settlements of Estonia.
  • All mobile phones in Estonia will be sent a test SMS message. Messages sent during the exercise will only contain information that these are test messages of the warning system.
  • The sender of the message will be EE-LARM for owners of Estonian SIM cards, and for foreign SIM cards-number +372 5950 0000. The message will also contain a feedback link.
  • The test message of the warning system will also be sent to people through the mobile applications « Ole Valmis! » and « eesti äpp ».
  • On the TV channels ETV and ETV+ will appear a running line with test notification. On the ERR website and in the “Err Uudered” mobile application, a running line with a test message from the warning system will appear.
  • Simultaneously with sending messages at 15:00 in 22 settlements of Estonia, a network of sirens will be launched. The sound of the siren consists of a single-minute signal with an increasing and waning tone, which is repeated at least three times with 30-second pauses. How to prepare for May 14?

  • On the day of the test of the warning system, nothing needs to be done additionally, live in an ordinary life. Once again, inform your loved ones, especially children and elderly family members that there will be testing, and there is no real threat.
  • Download the mobile applications « Ole Valmis! » and/or « eesti äpp ». Make sure you allowed the application to send you notifications. If necessary, help you configure the phone to loved ones.
  • Check linguistic preferences in the self -service of the mobile operator. The state will send a warning in three languages. If you indicated the preferred language in advance, you will receive a notification only in this language. Instructions for changing language settings are available on the website of each mobile operator.
  • Help to disseminate the information and find out if the family, relatives, colleagues and classmates know about the launch of the warning system and whether they have prepared for this.
