The share of chipboard documents approached 21%
The share of documents with the heading “for official use” (chipboard) in the overall document management of the government amounted to 21%in 2024, Kommersant found out. According to indirect data, the volume of non-public regulatory acts is especially actively growing after increasing sanctions in 2022. The situation demanded that the government of the government and the Ministry of Construction of the Procedure for working with electronic documents with a mark of chipboard to accelerate their processing, taking into account the restrictions (previously the White House successfully digested the open circuit circuit circuit). At the same time, requests from the business to “slow down” the growth of a share of non-public documents in order to reduce the number of non-public initiatives unpredictable for the market, for example, having fixed the right to apply the vice for deputy prime ministers, until the White House apparatus enters.
The share of limited distribution documents (the official naming of papers with a chipboard) in the total unexpected document management in 2024 approached 21%, they told Kommersant in the Department of Deputy Prime Minister and the head of the White House apparatus Dmitry Grigorenko.
According to indirect data, the volume of non -public documents has been growing intensively since 2022, which is explained by the need to counteract sanctions and an increase in the share of military and related activity in the Russian economy.
The situation in which the fifth part of the workflow wears the chipboard demanded from the government apparatus and the Ministry of Construction of the Procedure for working with it and the rules for its circulation in electronic form – earlier, recall, a similar acceleration, the White House achieved a two -stage digitalization and modernization of work with documents in the general perimeter of the executive branch (See “Kommersant” dated 23 January, 2024).
To replicate these results, the Ministry of Council prepared and placed on the documents of the chipboard on the portal Regulation.gov.ru The draft government decree enshrines the regulation of the appeal of chipboard documents in electronic form. As stated in the explanatory note, the rules are now established only for the paper form and on other material media (photo, film, video and audiolics, machine carriers, etc.), who are converting to the federal executive bodies, as well as the Government and Roskosmos State Corporations, they are regulated by government Decree No. 1233 of November 3, 1994.
To unify the procedure for applying documents with the chipboard, the draft resolution introduces a recommendatory nature of its application by regional and municipal authorities and legal entities. In relation to electronic document management, strict information security measures will be valid – so that only a system that meets the requirements established by law can be used to send such a document, Kommersant said to the Ministry of Cyphra. The department also noted that in general, the same requirements will be applied to electronic chipboard documents as to paper. “The rules do not expand the circle of persons who will have access to the documents,” the ministry added.
Meanwhile, the growth of the number of government documents closed from the general public is noticeably bothering the business: companies say often insufficient substantiation of the staging of chipboard to draft regulatory legal acts, which closes the possibility of their public consideration. In the draft resolution of the RSPP forum devoted to the assessment of the regulatory effects of regulatory acts, the Union recommended that the mark “for official use” only by decision of specialized deputy prime ministers (See “Kommersant” from February 26) which should reduce the number of regulatory initiatives that are non -public and unpredictable for companies. However, as Kommersant specified in the apparatus of Deputy Prime Minister, the RSPP proposals have not yet been received.
