The ban on leaving Latvia is to be determined to prevent or reduce the threat of national security created by Russia and Belarus, as well as to ensure the security of public administration and the legal interest in the circumstances in which Latvia’s ability to protect their nationals is limited.

The prohibition to leave Russia and Belarus is expected to be extended to persons who have been issued a special permit for access to state secrets responsible for critical infrastructure safety, as well as persons employed in the Ministries of Defense, Home Affairs and Justice, the relevant ministries or ministerial institutions. to officials.

The prohibition will also apply to persons employed in the diplomatic or consular service, as well as in court or prosecutor’s institutions.

The Ministry of the Interior subordinate authorities are the State Police, the State Security Service, the State Border Guard, the State Fire and Rescue Service, the Internal Security Bureau, the Office of Citizenship and Migration Affairs, the State Security Agency, the Information Center of the Ministry of the Interior, the Health and Sports Center of the Ministry of the Interior, and the Outpatient Clinic.

The Ministry of Justice subordinate institutions are the Register of Enterprises, the Insolvency Control Service, the State Land Service, the State Forensic Experts Bureau, the Prison Administration, the Patent Office, the State Probation Service, the State Language Center, the Court Administration and the Administration of the Maintenance Guarantee Fund.

The critical infrastructure of Latvia, on the other hand, consists of objects that are important for the existence of the state and the basic needs of society. The chairman of the commission has emphasized that in the current circumstances, traveling to Russia and Belarus is extremely dangerous, but unfortunately a large part of the public is still unaware.

They are also not delayed by the anti -intelligence measures of the Latvian national security authorities and the power structures of Latvia’s Allied countries. The ban on exit is also intended to be imposed on the crossing of Russian and Belarus territories in transit. The prohibition will not apply to cases where the departure is required for the performance of duties or for humane reasons, and the person has received permission to temporarily leave Latvia.

The bill stipulates that violation of the prohibition of departure will be considered to be an independent basis for termination of employment relationships with the person concerned.
