The ruling (and Peevski), the Sword and the « greatness » are against the digitization of the development design
The parliamentary groups of the ruling parties GERB, BSP and « There is such a people », the supporting « MRF – a New Beginning », as well as those of the sword and « greatness » rejected a bill on changes to the Law on Spatial Planning (ZUT) with importer Bozhidar Bozhanov of « Democratic Bulgaria », which envisaged digitization of the evolutions of the planes on the evudes.

However, the deputies adopted at first reading two other bills for changes to the Spatial Planning Act, proposed respectively by a group of MPs from GERB and BSP.
Loosen the educational requirements for designers
The bill proposed by GERB was voted with 151 votes in favor, 12 – against, and 29 – abstentions. It provides for changes related to the authorization of the designers, as well as texts that refine the requirements for the issuance of building permits.
When submitting the bill, Shishkov explained that these were the documents necessary when issuing a building permit for the so -called. Small objects. The report of the Bill Commission states that at the moment the law in question does not provide for the submission of project decisions and the chief architect must issue a building permit on the basis of an application and a document of ownership. It is also stated that according to the current ZUT, the chief architect itself must assess the type of construction works itself, which, according to the importers, creates conditions for diverse and unclear practice.
The report also states that the transitional and final provisions of the proposed bill also make amendments to the Law on Chamber of Architects and Engineers in Investment Design, related to the increased requirements in 2016 to the technical capacity and the regulated profession « architect » and « Investment design ».
These professions are state -regulated and those who exercise them, in addition to technical capacity, must have additional knowledge and skills. It is stated that in the current legislation, those who have a bachelor’s degree after obtaining a limited design competence may obtain full design competency. The report states that this means that bachelors will be able to provide the full volume of design services in the field of development and investment design after acquiring full design competence. According to the petitioners of the bill in this way, the engineers designers with a bachelor’s degree, after practicing the design profession with a limited design competence, only two or four years respectively, will be able to design objects of very high complexity without sufficient scientific knowledge in a higher education institution.
Another postponement of entry into force of adopted in 2012. Changes
The BSP’s proposal was voted with 153 votes in favor, 27 against and two abstentions. It provides for the postponement of the deadlines for entry into force of the changes adopted at the end of 2012.
Tsvetan Enchev from MRF – New Beginning pointed out that of all 264 municipalities 60 did not accept their development plans. According to him, this is another delay, which would have a negative impact on the realization of investment intentions in the municipalities.
