The results of the experiment to optimize the processes of government rule -making

As it became known to Kommersant, in the government apparatus the results of the experiment on simplification and automation of internal document management, showing 14% of the savings in labor costs in the preparation of government bills. The resources and interest in the task of officials appeared after bringing the performing discipline to one hundred percent performance – the “pilot” on the comprehensive optimization of the bill work has begun to achieve it, from the beginning of 2025. New methods, probably, will later be replicated below the vertical of the executive branch: personnel deficit requires increasing the productivity of useful labor and officials, and complete digitizing processes gives an opportunity for the systematic search for optimal “self -confusion” models.

The head of the government apparatus, Deputy Prime Minister Dmitry Grigorenko at the meeting summed up the results of the experiment to optimize the processes of government rule-making. The pilot, implemented in the first quarter of this year, affected four divisions of the government apparatus and suggested internal optimization of processes. Getting rid of excessive internal documents and approvals, manual entry of information ensured a decrease in labor cost by 14%.

It should be noted that during the “pilot” a rather rare approach was demonstrated to the restructuring of “on the go” in the sensitive area (the de facto apparatus provides the entire internal bureaucracy of the government, including the work of the prime minister and all its deputies). The experiment became possible after a sequential improvement of the performing discipline: in the first quarter of 2025, all 100% of government bills were included in the State Duma (in 2024 – 99%, in 2023 – 95%, in 2022 only 84%), 100% of the by -laws were adopted on time (in 2024 the terms were withstanded in 99.8% of cases against cases against it against 99.8% of cases against 97.5% in 2023 and 82% in 2022). This is the result of the work of the special information system for monitoring key tasks (the so-called dashboard)-it contains separate modules to control bills and regulatory acts and allows the deputy prime minister to track the main indicators, and the proven performance of the system in the event of an unsuccessful optimization de facto gives the government the opportunity to roll back at any time.

The optimization does not look dramatic – we are talking about refusing to prepare unnecessary papers at the planning stage. Thus, 438 internal paper documents (letters of state secretaries of ministries, which are considered at the commission on billing activities and ministers-they are reflected in Dashboard) were recognized as redundant). The preparation of proposals in the Prime Minister’s measures (550 unnecessary documents-letters of the federalizer and units of the apparatus) is also simplified. From 53 to 31, the number of documents was reduced when preparing the State Duma reports. Among the « experimental » processes and automation of operations to remove regulatory acts from control. In total, the “figure” covered 28 thousand operations, the refinement of the electronic document management system allowed to automatically remove more than 40% of the documents from control when signing them. As a result, data entry, according to analysts, will be reduced by 1.7 times for a year – from 70 thousand to 42 thousand operations.

“We consistently reached 100% of the performing discipline by increasing the speed of working with documents. The next logical stage was the comprehensive optimization of the entire workflow to achieve a qualitatively new level of efficiency. Now we are scaling the successful experience of the pilot project for all departments, ”Kommersant was told in the secretariat of Dmitry Grigorenko. It is logical to assume that the method of continuous improvement of the processes of the government apparatus, which is developed and drunk in experiments, as a document in the White House is called, will sooner or later go beyond its limits as an instrument of “non -destructive” reforms along the entire vertical of the executive branch.
