Zvolen. The future of the Social Services Facility (ZSS) The flower bed in Zvolen is still unclear. After the municipal council on May 2 approved its takeover under the administration of the city, the mayor Vladimír Maňka did not sign this resolution.
A few days later, MEPs collected enough signatures and called another extraordinary council, and will be held on 21 May. Their goal is clear – to break the Mayor’s veto.
The facility is currently under the administration of the Banská Bystrica self -governing region (BBSK). According to the city parliamentarians from early May, it would be logical for the founder to become the city of Zvolen.
Mayor Vladimír Maňka justified his decision to sign the resolution by being contrary to the law. « It was not possible to sign it. We will negotiate with the deputies at an extraordinary council, » he said.

According to an expert on the legislation of the municipal self -government and the author of the professional articles of Jakub Ulaher, the mayor may not sign the resolution for two reasons – if he believes it is contrary to the law or believes it is disadvantageous for the city.
Although the law does not impose an obligation to justify the decision, it is customary to explain its decision. If the city council breaks the veto, the mayor can no longer block it again.
However, the period for the submission of a resolution to the Regional Office has passed last Friday. It is therefore likely that MEPs will take note of the non -compliance with the municipality and prefer to move it to a private candidate.
City its own facility does not have
Zvolen will not operate any facility of social services so far, and according to the city and regional deputy Ján Beljak, he has no prepared project documentation, which would enable eurofunds to build their own capacities.
As he explains, the municipalities, unlike county, can draw a state subsidy on the operation of social services facilities.
The region subsidized the facility every year by EUR 1.5 million. Nevertheless, according to Beljak, the city management did not show sufficient will to take over the facility or for the final negotiations.
« It is not possible to talk about time constraints, the region has called on the agreement repeatedly for more than two years, » Beljak said. At the March meeting of the municipal council, the previous resolution, which declared the city, was annulled that the facility does not want to take over.
« We asked the mayor for the final negotiations with the county management and the representation of the parliamentary clubs to take over the USS. Unfortunately, the BBSK did not.
