The confrontation between the legislative and executive branches of the Khakassia government, which are controlled by United Russia and the Communist Party, respectively, reached a new level. On May 21, the Supreme Council (Parliament) of the Republic with the votes of United Russia and liberal democrats overcame the veto of the head of the region, communist Valentin Konovalov to the resonant law on inter-budget relations. In response, the governor promised to organize an audit of the document for compliance with federal law. If the court sides the head of the republic, he will have the basis for the dissolution of the parliament.

Amendments to the law on the budget process and inter -budget relations made by the district council of the Shirinsky district of Khakassia were adopted by the Supreme Council in two readings in December 2024. They prohibit the government of the republic to reduce subsidies to municipalities for violation of financial discipline without agreement with parliament. In January 2025, Valentin Konovalov refused to sign this law, calling it “anti-people” and contradicting the Budget Code of the Russian Federation.

To overcome the governor’s veto, the supporters of the law had to enlist the support of at least two -thirds of the total number of deputies (34 out of 50).

In February and April, the issue of re -consideration of the law was submitted to the agenda of the meetings of the parliament, but both times removed from consideration. On May 21, it still took place.

The discussion showed that the arguments of the parties have not changed in six months. “The adopted law, in violation of federal and regional legislation, requires that any change in the volume of subsidies be previously approved by the deputies of the Supreme Council through amendments to the budget. This approach not only limits the legitimate powers of the executive branch, but also creates a legal conflict, since the law does not make changes to the methodology of distribution of subsidies, ”said Tatyana Kurbatova, first deputy head of Khakassia. According to her, the law was initiated against the backdrop of regular violations by municipalities of standards for the remuneration of deputies and employees, which the government is regarded as an attempt by a number of managers to evade responsibility.

The position of Mrs. Kurbatova was emotionally supported by the Communist Party fraction. According to the vice-speaker Grigory Nazarenko, if the dispute moves to the court, the republic will become a “laughing stock for all of Russia”. Former speaker Vladimir Shtygashev called the parliamentary Presidium “legally incompetent”, and the Supreme Council itself – to be subject to dissolution in the event of approval by the law and called: “Friends, you need to stop”.

The speaker and secretary of the regional branch of United Russia (EP) Sergey Sokol retorted that the government had enough time to « meet the municipalities and agree. » According to the press service of the parliament, the speaker received appeals from 9 mayors and 10 deputy councils that support the law (in total in the republic of 13 cities and regions). Mr. Sokol assured that the responsibility of the municipalities for financial violations will remain, since only the procedure for attracting to it is changing: “I hope we put an end to this process and the head of the republic will have enough respect for the will of deputies … so as not to escape this situation further, not to bring it to the absurdity.”

As a result, 36 representatives of the EP and the LDPR voted for the law, which was enough to overcome the veto. Now the head of Khakassia is obliged to sign the law within seven days.

“I, as a law -abiding citizen, will sign this document within the terms established by the Khakassia Constitution. However, we initiate a judicial verification of the specified law for its compliance with the federal budget legislation, ”Mr. Konovalov said, adding that“ the anti -people’s law must be canceled ”.

According to Article 82 of the Constitution of Khakassia, if the court establishes that the Supreme Council adopted a document contrary to federal law, then the governor will have a basis for early termination of the powers of the parliament.
