The civil servants’ dissatisfaction in the Ministry of the Environment raises questions. On March 14, the « Lëtzebuerger Land » reported on the dissatisfaction of the officials, according to a study. A survey with the University of College London

Another study dealt with the satisfaction of the officials. This is a survey carried out by the University of College London and the Luxembourg Institute of Socio-Economic Research (Liser). The Center for Personnel Management and Organization of the State was also involved.

And what do civil servants think of their bosses?

The management practices were also examined. 32 percent of those surveyed have difficulties with changes in their work or find that changes lead to excessive workload. Here, too, less than half of the respondents are satisfied with the management of health and well -being (41 percent).

Between February and March 2024, 3,740 civil servants from the 34 public administrations took part in the survey on satisfaction with their work. The response rate was 69 percent. A third of the staff between 30 and 39 years have participated.

A second part of this study is to be carried out between June and July this year. « The results will be available in autumn and the final national report will be published at the end of 2025, » said Serge Wilmes.

More than half of the respondents are satisfied with teamwork (51 percent), communication within the organization (53 percent), the participation of the employees in their work and the decisions made in the team (55 percent), and the leadership by the manager (56 percent). The employees are most satisfied with the recognition of their services (65 percent).

The topic of teleworking was also addressed in this survey. 62 percent of the respondents support telework and wish this working practice in the future. 60 percent feel encouraged to take risks and agree to bring innovative ideas to improve your organization.

The attitude and the tested skills are positively rated by 74 percent of the staff. At the beginning of March, the Minister for the Public Service, Serge Wilmes (CSV), terminated the occupation of 3,500 jobs in the public service. Most of the questions in this study come from the global survey of government officials. A similar study is planned for this year. This should then help to determine whether there have been progress in personnel management compared to 2024.
