The new complex of the house of care in Narva: can old age be comfortable and how much it costs
Next year, a new complex of the cottage type of care house will open in Narva: ten houses for a hundred guests, as well as two for maintenance personnel, household needs and leisure time. Construction has already begun and should end in the spring of 2026.
What conditions expect older people who will settle in the new complex? How will the format of residence differ from the current house of care, is there a turn and can people with a small pension allow themselves comfortable conditions?
New concept
Now the house of care in Narva is located on Rahu Piyk, 10 and holds 132 guests. All rooms are designed for two people, privacy is provided due to the curtain between the beds. Sometimes this can cause inconvenience, and sometimes, on the contrary, contributes to the communication of older people. The current building of the House of care is taken by the city for 25 years, so it is impossible to redo something in it. And since all places are occupied and there is a rather big queue, it was decided to build another complex for the elderly, but in another concept.
“Having looked at what options for such social institutions are in the country, as well as an updated concept of orphanages that settled in houses and created a microclimate like a family, I realized that it would be nice for the elderly to create an atmosphere close to home. This will make it possible in the last years of life to feel more comfortable. The concept of a cottage type did not appear by chance. I am grateful to the city authorities of that time for having heard me, allocated money and began to design a town of one -story houses. Such houses are convenient because it is not necessary to install elevators and stairs, and you can go out of each room, ”Tatyana Stolfat, head of the Narvsky Center for Social Work, told the Narva Newspaper to the Narva Newspaper.
A construction project was created for ten residential houses, each of which is designed for ten people. One house is intended for the administration and household needs, where there will be a nurse’s office, laundry, locker rooms for staff, and another house will be built for events and leisure. According to Tatyana Stolfat, the total amount of construction is more than 8 million euros, of which about 6 million is allocated by the city. The large amount of financing is due to the fact that communications must be done for each house, and also at the same time build all the cottages so that it is an organized space.
The houses are going to equip everything necessary, the rooms will be designed for one or two people, because sometimes a double room allows people not to feel alone and motivates a healthier person to help a neighbor. Also in each house a large hall with a kitchen corner is designed, where you can watch TV and chat. The bathrooms for the disabled will allow you to wash both a lying person and a person in a stroller. Paths will be laid on the street, benches and simulators will be installed. The complex will be fenced for the safety of guests so that people who have problems with memory can not go beyond it.
If there is not enough finance for the maintenance of a person in the house of care, the Department of Social Assistance may decide to pay the missing amount. Relatives are responsible for the purchase of personal drugs.
“I like this concept also because there is an orphanage nearby. You can talk about the social town, about attracting the young generation to help the elderly. This is considered a good gesture of the continuity of generations throughout Europe, ”Tatyana Stolfat notes.
Infrastructure and cost
As soon as the frosts ended, the Rand & Tuulberg construction company began to carry out excavation work, laid the pipes of water supply, and now you can already observe the areas where houses will soon begin to erect. Cottages should be prepared and commissioned in the spring of 2026.
The new complex is quite far from the hospital, but, according to Tatyana Stolfat, the house of care is a social institution and a place of residence. Everything related to medical services is partially covered by the obligations of family doctors and ambulances, partly due to the presence of nurses during working hours. Old age does not imply compulsory weakness, many customers can serve themselves, so new houses will be provided for people who go and need only help in household things, and for bedridden patients who need a full -fledged care. For servicing the complex, new jobs will open, you will need about 50 employees: care specialists, nurses, cleaners.
The guests of the current house of care will not move to the cottage complex, as it is provided for new customers who are in line for accommodation. Prices for services are still unknown, but most likely, they will be carried out according to the same principle that is valid now: the price is divided into two components, the client pays for one part, and the second is the city. Now the cost of the place is 1155 euros/month and 1265 euros/month for bedridden patients and people with dementia. Independently, a person pays for 613 euros or 723 euros, respectively. If there is not enough finance, the Department of Social Assistance may decide on the surplus of the missing amount. Relatives are responsible for the purchase of personal drugs.
The queue in the new complex is not installed, but there is a rather big queue of people who, in principle, want to get to round -the -clock care. Whether the new complex will solve the problem, it is difficult to say, because the number of those who wish is growing, there are much more than a hundred people.
As now
At the moment, the mechanism is arranged in this way: when an elderly person arrives at the house of care, they get to know him and study his medical documents to understand which appointments are prescribed to him. According to these data, a departure plan is drawn up.
“We have medical care, as in all houses of care, is at the initial level: there are no doctors, but there are nurses who monitor the state of guests. The rest is at home: if it became bad, we call an ambulance, and if you need to prescribe medicines or undergo an examination, this is prescribed by a family doctor, and we help with transportation. We have four meals a day that is selected in accordance with the state of human health – whether a diabetic diet or wiped food is needed, we will organize a probe nutrition to some. We also provide customers with the necessary auxiliary tools: wheelchairs, crutches, hearing aids, ”Elena Kuzmina, a social worker of the house of care, explained to the NG journalist.
According to her, since all the elderly people live in rooms in two, the staff is trying to choose neighbors not only on a sexual basis, but also for medical reasons and even in terms of education. But it happens that the guests do not get along, and you have to resettle them.
For those who lead a more active lifestyle, there is a sports hall and leisure organization. For example, concerts and individual classes are held, someone is knitting, someone embroiders. And on Fridays there was a tradition of showing a movie in the Great Hall. There is free tea in the dining room, as well as for the part of the money remaining from the pension, guests can acquire some kind of “goodies”. If a person is able to go to the store, relatives bring additional purchases to someone, and Elena Kuzmina buys the necessary goods on Wednesdays for those who need it.
At home it is better, but the circumstances are different
Narvityanka Irina, who has a mother in the house of care, believes that it is extremely important that the cost of services in the new complex is feasible for people who are extremely necessary, and their income can be considered low. “I myself am no longer working by age, my mother’s pension goes to its maintenance, but this is not enough, I have to pay extra. It is good that in the last two years, part of the expenses has been taking on the city, before that relatives had to pay more, ”the woman told the NG journalist.
In her opinion, the quality of caring for elderly people directly depends on the staffing and size of the staff, on the good faith of employees and on their motivation. As Irina notes, now the specialists in the house of care are so loaded that they barely have enough time to fulfill direct duties: feeding, numerous hygienic procedures and other routine affairs. And for such a necessary communication with guests (at least a couple of minutes) there is no time left.
“Of course, any elderly person is better at home than in a“ state -owned ”institution, but all families have different circumstances, not everyone can organize a proper individual care at home, where the main issue is safety. And in the house of care, the departure is around the clock, with professional staff. But I would like to see the task of such institutions not only that their guests are ensured by security, medical care and nutrition, purely human relations are important. A huge role is played by the emotional qualities of employees: there are very empathic care specialists who, helping a person, communicate with him, calm down, but there are those who do not put any emotions in the work and do not hide irritations. Often these are signs of professional burnout, ”says Irina.
I would like to believe that in the new complex of the House of care, employees will have a motivation to fulfill their duties with a soul, prices will allow you to get a service and those who have a small pension, and the places will have enough of the most people standing in line.
